Notice on further strengthening the management of personnel from outside the domain (return)
Since the "National Day", the epidemic has occurred in many places in China, the epidemic situation is severe and complex, and the risk of epidemic import and transmission has increased. In order to build a solid line of defense against "preventing imports from outside" and protect the health and safety of the people, the following notice is hereby issued on further strengthening the management of personnel from outside the region:
1. Strengthen the fulfillment of personal epidemic prevention responsibilities. All personnel from outside the region who come to and return to the company must report to the destination community (village) and units through the "Liaoshitong·e Dalian" WeChat mini program 24 hours before arriving in the company, and must carry a 48-hour negative nucleic acid test certificate. After arriving in the Lianlian, the requirements of "three days, three inspections and four no" were implemented, that is, after arriving in the Lianlian, the "ground inspection" was implemented, and a nucleic acid test was conducted separately on the second and third days. Before completing the "three days, three inspections", there will be no dinner, no gathering, no party, no going to public places, or no public transportation.
2. Strengthen the management responsibilities of the unit. Party and government organs, enterprises and institutions at all levels and types in the city must strictly implement the main responsibilities of the unit, conscientiously implement relevant requirements such as scanning place codes for entry personnel and standardizing wearing masks, comprehensively strengthen the dynamic management of personnel in their units, and urge and track personnel to report in advance for those with an external itinerary and strictly implement the requirements of "three days, three inspections, and four nos".
3. Strengthen the inspection notice of accommodation places. All types of guest (hotel), hotels, homestays and other accommodation places must check the personnel's "travel card", "floor inspection" and reporting status before checking in. People coming and returning to the company who have not reported or have not implemented "floor inspection" shall not check in. For those who have reported and implemented the "district inspection", the accommodation venue should inform the requirements of "three days, three inspections and four nos" and sign the "Notice and Commitment Letter" to urge them to implement the requirements of "three days, three inspections and four nos" in advance.
4. Strengthen the inspection of entrance inspections in public places. Catering and restaurants, shopping malls, supermarkets, hotels, buses and subways, farmers' markets, bathing and beauty, sports venues, cultural and entertainment venues and other public places should strengthen the inspection of entry personnel, strictly check the itinerary card and scan the place code. People from outside the country who have not implemented the "three-day three inspections" are not allowed to enter. Make sure to investigate every time you enter, and no one is missed.
5. Strengthen the inspection of transportation hubs. Airports, railway stations, long-distance bus terminals, docks and highway intersections and other transportation hubs entering the company strictly implement the "ground inspection" of personnel entering the company, check the itinerary card and health code, 48-hour nucleic acid negative certificate and reporting status, and sweep the place code and other measures.
6. Persons who fail to fulfill their epidemic prevention responsibilities as required will be held accountable. For those who have a history of extraterritorial travel but fail to implement the advance report and "three days and three inspections" as required, the health code will be given a red code and a text message reminder will be given. For those who hold red codes for more than 3 days, the public security organs will deal with them in accordance with the law and regulations. Those who fail to fulfill their epidemic prevention obligations and implement epidemic prevention and control measures in accordance with the law and regulations, and cause the risk of epidemic transmission will be held legally responsible in accordance with the law.
