Qiu Haiying was born in a teacher's family in Yilong County, Nanchong City, Sichuan Province. 40 years ago, Qiu Haiying worked as a chef in a snack shop in Hualien - a local supply and marketing cooperative, and married and had children locally. He has never left Hualien again. In Huaying Mountain, Qiu Haiying grew up to be a state cadre, CPPCC member, writer and photographer. He has studied the slopes and humanities and history of Huaying Mountain for 40 years.

Qiu Haiying visited Dingjiaping (located in Zhonghe Village, Yanghe Town, Hualian City) many times in the middle section of Hualian Mountains. "The original paper mill of Xinhua Daily's 'Dingjiaping Paper Factory' was built here." Qiu Haiying looked at the remaining bubble pools, grinding troughs, boiling stoves and some factory ruins, and looked back on the past and felt a lot of emotion. Qiu Haiying knew that history well: "Xinhua Daily" was the only party newspaper published by our party in the Kuomintang-ruled areas during the War of Resistance Against Japan and the early days of the War of Liberation. It was founded in Wuhan in January 1938, and it was stopped on October 25, and was published in Chongqing on the same day. During the newspaper publication and distribution process, the Kuomintang government made things difficult for many parties, trying to cut off paper supply to obstruct the normal distribution of the Xinhua Daily. In order to solve the paper difficulties of Xinhua Daily, in the autumn of 1941, the underground party used the factory and equipment of the former Guang'an "Wuquan Paper Mill" that had been suspended in Dingjiaping to open its own paper mill - Dingjiaping Paper Mill. The paper produced was shipped from Huaying Qingxikou, and was transported to Chongqing along the Qujiang River to the Jialing River, and finally transferred to the Xinhua Daily. "Zhou Enlai also commented that 'Dingjiaping Paper Mill is like the arsenal behind us'!" Qiu Haiying said.

Qiu Haiying also said that Huaying Mountain is not only unique in red culture, but also has a long history and a strong folk culture. Huaying Mountain has been a Ba people's territory since ancient times. Since the late Ming and early Qing dynasties, the indigenous mountain people of Huaying Mountain have integrated and coexisted with foreign immigrants. Their singing and dancing "Bayu Dance" and "Yun Tong Dance" are simple and rough, pure and beautiful. The "Sliding Rod Little Girl" listed in the National Intangible Cultural Heritage List is the essence of Huayingshan local culture.
It is reported that the Huaying Mountain Guerrilla Site has now been rated as a national key red tourism area, red boutique line, red tourism classic scenic spot, and party history education and patriotic education base. Chongqing, Huaying Mountain, and Deng Xiaoping’s hometown Guang'an have formed an inseparable red tourism link. There are 56 large fungi, 112 ferns, 6 gymnosperms (excluding cultivated species), 1,065 angiosperms (including 111 cultivated plants), including yew and other national first-class key protected plants, as well as endemic plants Huali Runnan and Sichuan persimmon.

Huaying Mountain animals have 331 insects (subspecies), 23 fish, and 12 amphibians. Among them, giant salamander and tiger-patterned frog are of my country's Class II key protected species, spiny-bellied frog and Emei forest frog are of my country's endemic species, and 10 reptiles, including Chinese turtle, webbed-toed gecko, and northern grass lizard are of my country's endemic species, and 132 bird species, including 12 national key protected bird species, namely sparrow hawk, ordinary turtle, black-eared kite, kestrel, red-footed falcon, red-bellied pheasant, red-angled owl, long-eared owl, short-eared owl, eagle owl, ban-headed owl and cervical owl, and 49 animals, including 3 domestic key protected animals, including 1 national key protected animal species, and 2 national key protected animal species. If the stone pillars and plants are destroyed and artificially created, they will lose their original ecological value. For example, the old streets in Lushi, Yanghe, Zhonghe, Fulong and other towns, and the revolutionary sites such as Dingjiaping Paper Factory, which the Huaying Mountain Guerrillas once fought, will disappear forever during development if rescue protection is not implemented.

At present, the tourism development and operation management of Huaying Mountain are still in a loose form, each of which is inconvenient for overall coordination. For example, Shilin Scenic Area has changed its ownership several times, resulting in difficulty in operation and slow development. Resources should be integrated and a business management method should be adopted to prevent everyone from blowing their own trumpets and singing their own tunes. At the same time, we work hard to cultivate business formats such as travel, accommodation, food, and entertainment, and adopt government-made stages, folk operas and private office assistance to revitalize all resources to form a good cultural and tourism pattern of watching, playing with the head, and eating with the head.

The third step is to increase the improvement of attractions and market promotion efforts. There is no scenic spot that attracts people's attention, is always remembered, and tourists on the other side will not come to see it. For example, the Shilin Scenic Area does not have boutique natural attractions such as couple stones, Huaxiang Mountain Rock, Millennium Kiss, and Life Root Cave. The treasure dynasty cannot see the sunrise, sunset and sea of clouds. No matter how big the Huaxiang Mountain is, it has no landscape value. At the same time, although Huaying Mountain has more and dense trees and vegetation, it lacks color. It should be cultivated in a planned manner to make the mountain colorful; "plant" culture on the mountain to further revitalize local cultures such as "Huaying Mountain Sliding Rod Little Girl", "Cloud Children's Dance", and "Sitting Song Hall", so that tourists can be immersed in culture; play the two cards of "Xiaoping Hometown" and "Hometown of Hongyan" and work hard to promote Huaying Mountain to make Huaying Mountain "brighten".
