2018 Xi'an (Sunshine City) International Marathon

2018 Xi'an (Sunshine City) International Marathon
is scheduled to be held at 7:30 on Saturday, October 20,
in the main urban area of Xi'an.
By then, 30,000 domestic and foreign contestants will participate.
competition starts at Yongning Gate , and
ends at Daming Palace National Heritage Park .
To ensure the smooth progress of the competition and the safe and smooth road traffic during the competition,
according to the relevant provisions of the "Road Traffic Safety Law of the People's Republic of China",
will take traffic control measures for some roads during the competition.

In accordance with the "Road Traffic Safety Law of the People's Republic of China", "Civil Aviation Law of the People's Republic of China", "Basic Flight Rules of the People's Republic of China", "General Aviation Flight Control Regulations" and other relevant laws and regulations, traffic control will be adopted for some roads during the competition, and "low, slow, small" aircraft flight control measures will be taken for some areas. The notice is as follows:
1. Traffic control
full route (42.195 kilometers): Nanmenwai Square → South Street → Bell Tower → West Street → Xiguan Zheng Street → Fenghao East Road → Taoyuan South Road → Gaoxin Fourth Road → Science and Technology Road → Tangyan Road (reverse) → Science and Technology Fourth Road → Baisha Road → Science and Technology Sixth Road → Electronics Second Road → Include Guang Road → Yanta West Road → Ci'en Road → Ci'en Road → Yanta South Road → Yannan 3 Road → Furong West Road → Furong East Road → Beichitou 1 Road → Furong South Road → Qujiangchi East Road → Qujiangchi South Road → Furong East Road → Beichitou 2 Road (reverse) → Qujiang Road (reverse) → Xiying Road → Yanta North Road → Huancheng South Road → Huancheng East Road (passing under East Gate and Chaoyang Gate) → Taihua South Road (north to Ziqiang Road) → Daming Palace National Heritage Park Imperial Road Square (enter the east gate).
Half-way route (21.0975 kilometers): Nanmenwai Square → South Street → Bell Tower → West Street → Xiguan Zheng Street → Fenghao East Road → Taoyuan South Road → Gaoxin Fourth Road → Science and Technology Road → Tangyan Road (reverse) → Science and Technology Fourth Road → Baisha Road → Science and Technology Sixth Road → Electronics Second Road → Hanguang Road → Yanta West Road → Ci'en West Road → Yannan Third Road → Yanta South Road (East Side of Yonghefang).
Mini route: Nanmenwai Square → South Street → Bell Tower → West Street → Huancheng West Road → Huancheng South Road → Northwest University North Gate.
During the event, except for vehicles and personnel holding special certificates for the 2018 Xi'an International Marathon, other vehicles and pedestrians are prohibited from passing through the track:
(I) Traffic control measures during the event preparation period
1. From 21:00 on October 17 to the end of the competition, traffic control will be implemented for the central motor vehicle lane of Yanta South Road (Yannan Fourth Road to Wenfeng 1st Street Section).
2. From 22:00 on October 19th to the end of the competition, traffic control will be implemented by Chang'an Road (Nanmen to Nanshaomen section), Nanmen Panda Road, Nanda Street (Fanxiang to Nanmen Panda Section), Yanta South Road (Yannan Fourth Road to South Third Ring Section), and Yannan Fifth Road (Cuihua Road to Fenglinxiyuan West Gate Section), and Fenglinxiyuan West Gate Section).
3. Starting from 12:00 on October 19, parking of all vehicles is prohibited throughout the track (including motor vehicle lanes, non-motor vehicle lanes, and sidewalks), and all kinds of items are prohibited.
(II) Traffic control measures during the event
1. From 6:00 on October 20, traffic control will be implemented for half-way lines and mini lines of the track.
2. From 7:00 on October 20, traffic control will be implemented for the entire track.
(III) During the competition, due to the long control time, in order to maximize the convenience of citizens' travel, the public security traffic management department will set up cross-pass points along the track within a limited time, and set them as follows:

(IV) During the event, the public security traffic management department will take timely command and guidance, restriction of diversion, and prohibition of traffic on the competition roads and surrounding roads according to the needs of the event and the actual traffic flow. All vehicles shall pass in accordance with the command of traffic management personnel or traffic signs. During the event, the public security traffic management department will release real-time information on the event roads and surrounding road conditions through the WeChat public accounts "Xi'an Traffic Police", "Xi'an Traffic Police Subscription Account" and "Sina Official Weibo @投机Xi'an", for citizens to log in and inquire.
(Five) On the day of the event, it is expected that the roads around the track will be greatly affected. Citizens are requested to arrange their travel time and plan their travel routes in advance. Advocate the choice of green public transportation and jointly create a passionate and harmonious event environment.
(VI) The traffic recovery of controlled road sections shall be decided by the public security traffic management department based on the competition situation.
2. "Low, slow, small" aircraft control
(I) Control area
is within the third ring road of Xi'an City, and within the range of 1,000 meters (inclusive).
(II) Control time
1. From 0:00 on October 20, 2018 to 24:00.
2. Units and individuals that require drones to use drones in other areas and times are approved by the Air Force Aviation Management Department and go to the local police station to file before they can fly. Pay attention to avoid crowded places and large-scale event sites during flight.
(III) Controlled objects
All kinds of low-slow small aircraft except live performances and work needs, refer to aircraft with low flight altitude, slow speed and small targets, mainly including: drones, gliders, triangular wings, paragliders, power paragliders, hot air balloons, airships, aviation models, kites, air balloons, Kongming lanterns, etc.
(IV) Control measures
1. All types of "low, slow, small" aircraft that have not been approved by the public security organs shall not be allowed to take off and fly in the above-mentioned time period and controlled areas.
2. For illegal flights, the public security organs will take all measures to force the landing, and the consequences will be borne by themselves.
3. For illegal flights, the public security organs will punish them in accordance with the "Public Security Administration Punishment Law of the People's Republic of China"; if the circumstances are serious, they will be held criminally responsible in accordance with the law.
4. If the public finds that there is any violation of the provisions of this notice, they may call 110 to report.
