Notice on Further Strengthening the Control of Personnel and Vehicle Passage in the County Urban Areas

The current prevention and control of pneumonia caused by the novel coronavirus has entered a critical period. In order to minimize the flow of people and vehicles and to maximize the efforts to control the spread of the epidemic, the County Epidemic Prevention and Control Command decided: From 21:00 on February 4, residents' travel control will be further implemented in the county urban area and Qingji Industrial Park, and vehicles will be restricted. The following notice is hereby issued on relevant matters:
1. All public places in the county urban areas that are not necessary for residents' lives will be closed. Supermarkets (referring to large supermarkets approved by the county’s business department) and pharmacies should reasonably arrange business hours (in principle, 7:00-18:00 every day), disinfect regularly, and all people entering the market must take their temperature and wear masks.
2. Strictly control residents’ travel. All residential communities in the county urban area will be fully closed. Except for medical treatment when you are sick, epidemic prevention and control work needs, employees working in supermarkets (referring to large supermarkets approved by the county’s business department) or pharmacies with relevant certificates; if you purchase essential daily necessities, one person is allowed to send one person out to purchase once every two days, and other personnel will be allowed to go out at home, and they are not allowed to go out, and gatherings such as dinners and playing cards are not allowed.
3. Strictly restrict the passage of vehicles. Traffic control is implemented for county urban areas. Except for the following vehicles, all other motor vehicles, motorcycles, various electric vehicles, etc. are not allowed to drive on the roads in county urban areas.
1. Medical personnel take a vehicle (holder of a doctor's certificate, nurse's certificate, pharmacist's certificate, hospital work certificate);
2. Special vehicles such as rescue, fire protection, and rescue;
3. Trucks (vehicles that transport medical devices, medicines, medical protective supplies, and daily necessities, excluding vehicles that transport live poultry and wild animals);
4. Vehicles that hold a county command pass;
5. Vehicles that carry out epidemic prevention tasks.

Any motor vehicles that violate the above regulations and drive on the road without authorization shall be investigated and dealt with according to the illegal act of running a red light in violation of the above regulations and all types of electric vehicles that violate the above regulations shall be seized.
5. Pregnant women who are to be given birth, sudden major diseases, etc., are allowed to seek medical treatment. After inspection by on-site staff on the road, temporary passage is allowed.
6. All party members, cadres, NPC deputies, and CPPCC members in the county urban area should set an example, strictly abide by the regulations of the notice, take the lead in managing themselves, their families and relatives, and lead neighbors to assist staff in persuading community residents not to go out, go out on the street, visit, or gather unless necessary.
7. For those who refuse to obey the management and dissuasion of staff members (including property management personnel) in residential communities and gather to cause trouble, the county public security organs must crack down on them in accordance with the law. Anyone who finds that party members, cadres and public officials do not obey management, do not listen to dissuasion, or even participate in gathering to cause trouble will be held accountable by the county discipline inspection and supervision organs, and the main person in charge of their units will be held accountable.
8. Party members and cadres stationed in residential communities should earnestly fulfill their responsibilities for protection, take up their posts and perform their responsibilities on time, and actively support and cooperate with residential community staff to do a good job in controlling personnel outings. Those who fail to perform their duties will be held accountable.
9. The time for lifting the ban on travel and vehicle traffic control measures in urban areas of county towns will be notified separately.
Epidemic prevention and control command centers in each township and town shall be implemented in accordance with the requirements.
