After investigation, the suspect Chen (male, 33 years old) instructed Guo (female, 30 years old) to use image modification software to forge 11 passes and send the forged electronic template of the pass to Li (male, 36 years old). Li continued to print and use it even though he knew that the electronic template of the pass was forged. At present, relevant personnel have been taken criminal coercive measures in accordance with the law for suspected of forging state organ documents, and the case is under further investigation.

During the epidemic, he saw that citizens had a high demand for delivery materials, but he did not have the qualifications to pass, so he had a bad idea of forging the pass of the epidemic prevention vehicle. In order to earn the delivery fee, Zhu used image processing software to privately forge one certificate of epidemic prevention vehicle pass and epidemic prevention daily necessities guarantee enterprise with the official seal of the city's relevant administrative units, and used fake certificates and fake documents to receive orders and deliver goods for profit.
