In recent years, with the rapid development of the economy and society, the people's living standards have generally improved, and their travel methods have also developed from walking and cycling to driving electric vehicles, motorcycles, cars, etc. Among them, electric vehicles are widely favored by everyone because of their economical, practical, convenient and fast. However, in daily work, the public security traffic police department found that due to the poor safety awareness and law-abiding awareness of some electric bicycle riders, traffic order has been chaotic and traffic accidents caused by traffic violations frequently occur, seriously affecting the safety of people's lives and property. The relevant laws and regulations of electric bicycles and electric motorcycles are now informed as follows:
- Two-wheeled electric vehicle concepts and road conditions
According to the provisions of relevant laws and regulations of national laws and regulations such as " Road Traffic Safety Law of the People's Republic of China ", " Electric Bicycle Safety Technical Specifications " (GB 17761-2018), "H Electric Motorcycle and Electric Mopeds General Technical Conditions " (GB/T24158-2018), "Motor Vehicle Safety Technical Conditions" (GB7258-2017), and "Road Traffic Management Motor Vehicle Types" (GA802-2019) and other relevant laws and regulations:
(I) Electric Bicycle. refers to a two-wheeled bicycle that uses on-board batteries as auxiliary energy, has the ability to ride on foot and can realize electric assist or electric drive functions. When driving with electric drive, the maximum designed speed does not exceed 25km/h when driving with electric assist; the vehicle mass is less than or equal to 55kg, the nominal voltage of the battery is less than or equal to 48V, and the rated continuous output power of the motor is less than or equal to 400W. When driving on the road, you must register at the vehicle management office and get a green electric bicycle license plate. The cyclist must be at least 16 years old and wear a safety helmet. (ps: electric bicycles do not require a motor vehicle driver's license)
(II) Electric mopeds. refers to a motor vehicle driven by electricity, with a maximum designed vehicle speed of more than 20 km/h and no more than 50 km/h, or a vehicle equipment mass of more than 40kg and a maximum designed vehicle speed of less than 50 km/h. When driving on the road, you must register and get the blue motorcycle license plate. The cyclist must be over 18 years old. The minimum entrance examination is for a motor vehicle driver's license with the "F" model. (ps: Driving an electric moped on the road requires a "F" or "D, E" motor vehicle driver's license)
(III) Electric motorcycle. refers to a motor vehicle that does not have auxiliary riding function and is powered by electricity, with a maximum designed speed of more than 50km/h. When driving on the road, you must register and get a yellow motorcycle license plate. The cyclist must be over 18 years old. The minimum entrance examination is for a motor vehicle driver's license with the "E" model. (ps: You must hold a "E" or "D" motor vehicle driver's license when driving on the road)
(IV) exceeds the standard electric vehicle . refers to a vehicle that does not comply with the relevant technical standards of the "Technical Specifications for Safety of Electric Bicycles" (GB 17761-2018) or the "General Technical Conditions for Electric Motorcycles and Electric Mopeds" (GB/T 24158-2018). After October 15, 2019, registration of such vehicles will no longer be processed. Vehicles that have not been registered are strictly prohibited from driving on the road.
In addition, electric four-wheelers that have not been registered are prohibited from driving on the road.
