1. Traffic accidents involving electric bicycles occur frequently. Compared with ordinary bicycles , electric bicycles are faster and have greater power, and the quality of the bicycles are uneven. In addition, some non-standard electric bicycles are close to or meet the standards of electric motorcycles , which poses greater safety threats to other non-motor vehicles and pedestrians. Since 2018, there have been more than 4,000 road traffic accidents involving electric bicycles, more than 1,600 deaths and more than 3,500 injuries in the province, accounting for more than 20% of the total traffic accidents, and are showing an upward trend year by year. More than 600 electric bicycle accidents occurred in the first half of this year alone, and more than 260 people died.

Since the beginning of this year, 118 electric bicycle fires have occurred in our province, with property losses of 651,000 yuan.

3. The impact of electric bicycle waste batteries on the environment is becoming increasingly prominent. The main sources of power from electric bicycles are lithium batteries and lead-acid batteries . Among them, waste lead-acid batteries are produced in large quantities and distributed widely, and are difficult to collect and process, and environmental safety hazards are becoming more and more prominent.

In recent years, more than 20 NPC deputies and CPPCC members have put forward legislative suggestions and proposals for electric bicycle management every year, calling for strengthening the management of electric bicycles. In addition, the mandatory national standard " Electric Bicycle Safety Technical Specification " implemented in 2019 provides technical support for the legislation of electric bicycles. At present, a total of 16 provinces across the country have issued local regulations or government regulations on the management of electric bicycles. Why is it necessary to register and register electric bicycles?

Currently, the traffic of electric bicycles is relatively chaotic. A large number of non-standard electric bicycles and standard electric bicycles look similar and are not easy to distinguish, resulting in a series of traffic order and safety issues. Through registration and management, license plates with different appearances are issued to standardized vehicles and non-standard vehicles. Electric bicycles that meet mandatory national standards and do not meet mandatory national standards can be distinguished, classified management and standardized management can be realized, and then through the three-year transition period, non-standard electric bicycles in use can be steadily eliminated and gradually purified the road traffic environment. The Regulations stipulate that the transition period of non-standard electric bicycles will be from May 1, 2022 to April 30, 2025. After the transition period expires, they are not allowed to drive on the road. The main basis and consideration of the reason why

The new national standard for electric bicycles has been implemented on April 15, 2019. At the same time, the Regulations encourage electric bicycle producers and sellers to recycle non-standard electric bicycles by means of old-for-new, discounted repurchase, etc.; and encourage electric bicycle owners to replace or eliminate non-standard electric bicycles.
