"Your car has been equipped with a battery, and the motor and brakes have also been modified. This is illegal and unsafe." At around 9 a.m. on May 16, police from the Fourth Brigade of the Traffic Police Detachment of Nanning Public Security Bureau seized an illegally modified electric bicycle at the intersection of Chaoyang Road in China. The driver Wang was fined 50 yuan in accordance with the law and ordered to restore the original state within a time limit.
On the same day, the traffic police detachment carried out special rectification campaigns for illegal modification of electric bicycles across the city, and carried out centralized rectification of behaviors such as changing the vehicle's appearance, structure, weight, and speed, changing the original controller or replacing large-capacity batteries without authorization, as well as other traffic violations of electric bicycles.
According to the "Electric Bicycle Safety Technical Specifications" implemented on April 15, 2019, electric bicycles legally on the road should have the ability to ride, the maximum designed speed should not exceed 25 kilometers per hour, the weight of the entire vehicle (including the battery) should not exceed 55 kg, the motor power should not exceed 400 watts, and the battery voltage should not exceed 48 volts. At the same time, it should also have tamper-proof, fireproof, flame retardant performance, charger protection and other technologies.
However, in actual use, in order to meet the users' needs for quick access, some merchants will remove the speed limiter, or adjust the speed limiter, and modify and upgrade the motor of electric vehicles. These are all illegal modifications to speed up. The speed of the modified vehicle has been greatly increased, and the speed can soar from 20 kilometers per hour to 90 kilometers or even more than 100 kilometers per hour, seriously threatening road traffic safety.
Nanning traffic police have always had "zero tolerance" and "strict law enforcement" for illegal modification of electric bicycles. Since 2022, in combination with road production safety work and "reduction and control of large-scale" work on accident prevention, the traffic police department has continued to carry out traffic safety rectification actions for electric bicycles. As of mid-May this year, 838 cases of illegal modification of electric bicycles have been investigated and dealt with.
In the future, Nanning traffic police will continue to increase road law enforcement efforts and order the owner or driver to restore the original state of illegally modified vehicles seized, and temporarily detain vehicles that cannot be restored or are suspected of assembling.
At the same time, Nanning traffic police will also actively cooperate with market supervision departments to strengthen the source control of registration and production and sales links, and strictly investigate sales stores (licensing points) that provide illegal modification services. Once verified, the store (licensing points) will be cancelled to sell license plates, severely punished according to law, and exposed them to the public to resolutely curb illegal modification of electric bicycles on the road.
