From 2018 to the first half of 2019, the number of cases involving Taiwan concluded by the Qingdao Intermediate People's Court was 18. There were 10 judgments in the case closing method, 4 mediation, 3 withdrawal of lawsuits, and 1 refutation, with a transfer and withdrawal rate of 39%, which was higher than the 30% transfer and withdrawal rate of foreign-related cases during the same period.

It has solved many practical problems and reduced waste of time and funds." Zhang Xinzheng said. In 2017, he participated in the mediation of a dispute involving Taiwan. Speaking of this case, Wang Xiaoqiong, President of the Fourth Civil Court of Qingdao Intermediate People's Court, introduced: "We had invited our special mediators to intervene in this case before the lawsuit. Although the mediation was not successful before the lawsuit, it was successfully settled during the execution stage. The Taiwanese compatriots in this case initially had an exclusion and resistance attitude towards our judicial organs because they did not understand the laws of our mainland. However, because of the intervention of our special mediators, his resistance gradually eased. They cooperated very well with the court's trial in the later stage, and finally settled smoothly with the defendant during the execution stage."
In Qingdao City, there are currently 7 such special mediators. They all come from the Qingdao Taiwan Compatriot Investment Enterprise Association. They are Taiwanese businessmen with high popularity in Qingdao. They serve as special mediators for civil and commercial disputes involving Taiwan. They participate in mediation before, during and during the prosecution and during the execution process. They have become an indispensable part of Qingdao's diversified service system for resolving major disputes involving Taiwan.
"When we participate in mediation, we stand in a neutral perspective. We use the identity of Taiwanese businessmen to allow Taiwanese parties to accept our suggestions psychologically. When our suggestions match the lawyer's suggestions, the question mark in the parties' hearts is gone. We are like 'face introductions', becoming the lubrication point in case disputes." Zhang Xinzheng said.
It is understood that in February 2018, after the Taiwan Affairs Office of the State Council, the Organization Department of the Central Organization Department of the National Development and Reform Commission issued 31 measures," Qingdao immediately responded, led by the Qingdao Taigang and Macau Office and the Qingdao Development and Reform Commission to issue the "64 measures" and implementation details to be implemented.
