The prosecuted members sold the subsidy amount to manufacturers at a cost of 30% between 2000 and 2004 by signing blank subsidy papers or citizen representative proposals. As for the manufacturer, it provides false invoices and documents to verify the documents.
After the entire case broke out, after 17 years of trial, the "High Court" sentenced everyone to the first trial last year. Gao Minhui, Yang Baochai, and Wang Shuhui were sentenced to five years in prison, Wu Tianlin in May 6, Yan Shixiong in June 3, He Shufeng, Lu Shixi, and Song Jincai were all four years, Jin Zhongyu in October 3, and Xu Chen Lihua in October 4.
