"Notice on Doing a Good Job in the Pilot Work of Comprehensive Evaluation of Admissions in General Colleges and Universities in 2022"
1. Admissions institutions and brochures
With approval, a total of 24 universities have carried out comprehensive evaluation and admissions in our province.
A university: 12 universities in category 2: Nanjing University, Southeast University, University of Chinese Academy of Sciences, Zhejiang University, South China University of Technology, Beijing Foreign Studies University, Shanghai University of Science and Technology, Southern University of Science and Technology, New York University of Shanghai, Duke University of Kunshan, Chinese University of Hong Kong (Shenzhen), and Moscow University, Shenzhen Beishen University.
B type universities: Nanjing Normal University, Nanjing University of Information Engineering, Nanjing University of Technology, Nanjing University of Posts and Telecommunications, Nanjing Medical University, Nanjing University of Traditional Chinese Medicine, Nanjing Forestry University, Jiangsu Normal University, Nantong University, Yangzhou University, Jiangsu University, and Xijiao Liverpool University.
Universities should scientifically and carefully formulate a comprehensive evaluation enrollment brochure, which must include information such as leadership organization, enrollment major and plan, elective subject requirements, registration conditions and methods, assessment procedures and methods, comprehensive score conversion methods, admission rules, consultation and appeal channels, supervision mechanisms and other information. Colleges and universities should scientifically and reasonably determine the registration conditions and select students with excellent comprehensive qualities and outstanding innovation potential. They shall not simply use the registration conditions and the basis for the preliminary review to pass the papers, patents, and competitions (events) organized by intermediary institutions. The event certificates to be recognized should be mainly subject competitions with high authority and strong credibility. Colleges and universities should scientifically determine the enrollment majors based on the characteristics of the discipline, and in principle, focus on basic disciplines and characteristic disciplines. Colleges and universities should formulate specific usage methods for the comprehensive quality evaluation files of ordinary high school students in accordance with the relevant requirements of the comprehensive reform of the college entrance examination in our province, and clarify them in the admission brochure.
The admission brochures of each university must be studied and approved by the Standing Committee of the School Party Committee and submitted to the competent unit for review and filing. Before the end of April, universities will announce admission brochures to the public. The comprehensive evaluation enrollment plan of Jiangsu provincial universities (except Duke University in Kunshan) shall not exceed 5% of the total number of undergraduate enrollment plans of the school.
If the Ministry of Education approves new universities to participate in the pilot, it shall be implemented in accordance with the spirit of this notice.
2. Candidates’ registration and college review
Before May 10, each university will complete the registration work (the specific time shall be subject to the provisions of the college admission brochure). Candidates who meet the registration requirements for college entrance examinations and college comprehensive evaluation enrollment in our province can register according to the registration time and method determined by the college. Colleges and universities are not allowed to allocate quotas to middle schools. Candidates and their middle school must be responsible for the authenticity of the registration application materials.
Before May 25, colleges and universities should organize special forces to conduct preliminary review of the materials submitted by candidates according to the registration conditions of their school, promptly inform the candidates of the preliminary review results, and publicize them on the school's website, and submit the list of candidates who have passed the preliminary review to the Provincial Education Examination Institute. The relevant award certificates in the application materials of candidates should be obtained before the registration time specified by the university and shall not be re-registered afterwards.
3. College assessment and determination of the selection list
After the college entrance examination is over, all colleges and universities should scientifically determine the assessment content and form in light of the relevant disciplines, majors and training requirements of the school. Colleges and universities can adopt non-site assessment methods such as online examinations to reduce the gathering and movement of people. If an on-site assessment is organized, we must conscientiously implement the relevant requirements of the Ministry of Education and the National Health Commission on the prevention of epidemics of the national education examination, combine the actual situation of local schools, further refine and improve the epidemic prevention work plan, and strengthen epidemic prevention training and emergency drills for examination personnel. The assessment process should abide by the principle of "five randomness", namely "the examiner is randomly determined, the examination room is randomly assigned, the examination questions are randomly selected, the students are randomly diverted, and the examiner is randomly rotated". In principle, the number of judges in each group is no less than 5, and the entire process will be recorded and video recorded. Colleges and universities with conditions should actively explore the addition of physical education subject tests in school examinations. The test projects will be determined independently by universities based on the actual teaching of middle schools, and the test results will be used as an important reference for admission.
The information and assessment time for candidates to obtain college assessment qualifications and their assessment time. Please pay attention to the information released by the colleges to be applied for in a timely manner.
After collective research by the school’s enrollment work leading group, each university will determine the list of candidates selected at no more than 5 times the number of comprehensive evaluation enrollment plans and notify the candidates’ middle school where they are located. At the same time, the list of selected candidates will be submitted to the Provincial Education Examinations Institute for public announcement. The published candidate information should include name, gender, middle school (or unit), qualification requirements, test items, test scores, passing standards, selected universities and majors, etc. The middle school where the candidates are located and the selected colleges and universities should be announced on their websites for no less than 10 working days, and the public information must be retained until the end of the year.
4. Confirm the candidate's application or fill in the
Before May 31, candidates who pass the preliminary review of Class A universities must log in to the candidate service platform (gk.jseea.cn) of the College Entrance Examination Comprehensive Business Information Management System of the Provincial Education Examination Institute to confirm the application and order of college applications. Selected candidates from
B colleges and universities must log in to the college entrance examination application system of the Provincial Education Examination Institute within the prescribed time for filling out college entrance examination applications in our province, and fill in the comprehensive evaluation admission application system in the "Comprehensive Evaluation Admissions" column. Their professional choices must be selected among the public majors, otherwise they will be deemed to be invalid. Candidates who have been qualified for multiple enrollment forms (university special plans, comprehensive evaluation enrollment, high-level art troupes, and high-level sports teams) at the same time can only choose one of them to fill in the application.
If the candidate fails to confirm or fills in the above two types of comprehensive evaluation admissions application within the specified time, it will be deemed to have waived the corresponding comprehensive evaluation admissions qualification.
5. Filing and Admission
For candidates who have no objection to the public announcement of the Provincial Education Examinations Institute and fill out the college's comprehensive evaluation admissions application, they will be filed and admitted according to the following regulations:
1. The candidate's selective examination subjects must meet the requirements put forward by the college in the admission brochure before they can apply for the relevant major (category).
2. The candidate’s college entrance examination cultural scores shall not be lower than the corresponding special type enrollment control line. Among them:
For candidates who are identified as selected by Class A universities, the Provincial Education Examination Institute will file the candidates in accordance with the ranking of selected candidates provided by the university and the candidates confirmed their wishes and order before the undergraduate advance batch. The university will decide whether to admit and the major to be admitted based on the announced admission rules. The admitted candidates will no longer participate in any other batch of admissions.
For candidates who are identified as selected by Class B universities, the Provincial Education Examination Institute will select the best candidates to apply for their applications after the undergraduate advance batch and before the undergraduate batch. The colleges and universities will select the best candidates according to the published admission rules.
When colleges and universities submit data on candidates for admission to comprehensive evaluation enrollment to the Provincial Education Examination Institute, they must mark the admission type of "comprehensive evaluation enrollment" to the corresponding candidates.
3. For candidates who do not meet the admission standards for colleges and universities for comprehensive evaluation, colleges and universities should reject the files within the specified time. When the provincial education examination institute batches, candidates who meet the admission requirements will file according to their parallel choices when filing for undergraduate batches.
4. The list of candidates admitted according to the comprehensive evaluation enrollment method and related information will be announced in the admitted universities and the Provincial Education Examination Institute respectively. The information of candidates announced should include their name, gender, middle school (or unit), colleges and majors that they are admitted.
