Grandma Shen, who lives in Wannan Village, was unable to walk normally due to a fall a few years ago. She lives on the fourth floor and can only rely on a wheelchair for transportation, but going downstairs has become a luxury. Recently, Grandma Shen finally fulfilled her wish. The newly installed elevator in the residential building allowed her to stand on the ground again, and walked out of the house and out of the community.
Since last year, Fenglin Street, Xuhui District, started with the "urgent, difficult and anxious" elevator addition project for residents, and led community volunteers, "autonomous trio", property management committee and Xuhuiyuan Branch of the Bank of China through party building, and fully promoted the implementation project of elevator addition in Wannan Six Villages. As of the end of August this year, 6 stairs have been added to the community for 43 door openings, 10 are under construction, and 6 have signed contracts to raise funds, covering three-quarters of the community for additional stairs.
At present, the remaining 10 building groups that meet the conditions for installation are also entering the "fast lane" for signing contracts. It is expected that the full coverage of elevators that can be installed in the entire community will be achieved as soon as this year's National Day eve.
First floor residents made the hesitant residents make the decision
Wannan Six Village was built in the 1970s. The community is located at the junction of Zhongshan South Second Road and Tianyaoqiao Road, close to the inner ring elevated road, Xujiahui business district and Qiannian Longhua Ancient Town. However, with its superior geographical location and convenient transportation, it is the community's increasingly backward hardware facilities. The absence of an elevator makes this typical old public housing community no longer suitable for the elderly.
Fenglin Street chose Wannan Six Village as the key goal of adding ladders. This is also the reason. Sun Rongjie, secretary of the Party General Branch of the Liucun Residential District of Wannan, introduced that after receiving the task of attacking, the Party General Branch of the Residential District held a meeting of all party members as soon as possible to sort out the tasks and difficulties of the elevator project. 112 party members from the three party branches under the Party General Branch also became volunteers for leaping. Each residential building has established a "leaping trio" composed of party members, building group leaders and resident backbones to listen to the opinions and problems of the residents' door opening where they live, and understand everyone's truest thoughts.
As the consultation work progresses, the most common problem of adding ladders is also obvious. The possible impact of lighting, noise after adding the elevator, and the fact that the value of your own property has not increased significantly, or even "declined but decreased" are often the most concerned issues for first-floor residents.
"To open up the 'last mile' of ladders, we must respond to residents' demands in earnest and do not avoid the important things." Sun Rongjie said. To this end, the Party Branch of the residential area also invited party members and resident backbones who live on the first floor to become members of the "Stair Trio" to convey the voices of residents on the ground floor in real time.
Wang Jianping, who lives on the first floor, is an old party member of Wannan Liu Village. He worked in an airline before retirement. After the work of adding elevators started, he went to the neighborhood committee every few days to learn about the latest elevator addition policies, inquired in detail about the overall improvement plan for the community environment after adding elevators, and joined the "Zhili-Add three-person group" of the residential building where he lived.
A neighbor advised him that the residents on the first floor did not need an elevator, so why are they still so excited? However, Wang Jianping believed that "people cannot always focus on their own interests" and should think more about the difficulties of most people. In order to speed up the elevator addition speed of the building group, he not only ran up and down, went door to door to seek the opinions of neighbors, but also did it himself and drew an optimization diagram of the environment on the first floor after the elevator addition.
Another neighbor who lives on the first floor with him felt that adding an elevator had "no half a cent to his family" and that adding an elevator would affect his entry and exit of the house, so he "resolutely opposed it." So, after consulting the neighborhood committee and the elevator company, Wang Jianping drew different versions of the sketches, took the initiative to discuss and communicate with the neighbor, and chose the elevator addition plan that had the least impact on entry and exit. The final selected plan not only expanded the radius of the resident's doorstep by nearly 3 meters, but also made their homes ventilated by north and south.
"Teacher Wang is so sincere and the neighbors upstairs are so eager to add elevators, so I have no reason to object." The residents on the first floor were deeply moved and took the initiative to become volunteers for the elevators with Wang Jianping, and to organize the installation of elevators for other neighbors, which also made the residents on the upper floor who were still hesitating to make the determination to add elevators.
"Three senses" are formed to add elevators to gather strong synergy
Shanghai is continuing to promote the transformation of existing multi-story residential elevator installation from sporadic installation to integrated and large-scale installation. In June this year, Wannan Six Village signed a contract for 11 door openings at one time, which surprised residents of several surrounding old communities. Fu Yanjun, a resident living in No. 6, Wannan Village, explained the reason: During the epidemic, residents' cadres and residents watched over each other, and their sense of trust, collective interests and tolerance were significantly enhanced. The formation of the "three senses" has gathered a strong synergy for advancing the ladder.
At the beginning of this year, a resident in the community refused to sign because the building group's plan to add elevators did not meet their expectations. He complained many times and threatened to sue the court to prevent the lifts from adding elevators. During the epidemic, someone at home fell ill and needed to go out for medical treatment and dispensing medicine in an emergency. The Party General Branch of the residential area contacted it with a special car in the street as soon as possible. The volunteers of the community offered to dispense medicine on their behalf, providing a lot of help to the residents of the household. When signing the contract with the staircase in June, the residents of this household unexpectedly asked for the contract first, from "hinderers" to "supporters".
Sun Rongjie still remembers that in December 2020, when he was transferred to Wannan Six Village, it happened to be the beginning of the community's ladder addition. As a post-80s generation, he is also worried that he will not gain the trust of older residents soon. But then I thought about it, I was young and had the strength, so I should practice it myself and "grab" the heavy and tiring work in the community, so that residents can believe in their enthusiasm for community work.
So, in the few months he took office, he had to "sink" to the residential building team almost every day to listen to opinions, and also organized residents to visit the elevator "model rooms" and select elevator suppliers and maintenance units. Seeing that he did everything himself and thought about the interests of the residents, the aunts and uncles in the community gave the young secretary, the young secretary, thumbs up. When encountering problems such as capital sharing and elevator entrance orientation, which are most likely to arise in the elevator, residents are the first to think of "listen to what Secretary Sun said."
For families who want to install elevators but have financial difficulties, the Wannan Liucun Party General Branch has formulated a "one household, one policy", including obtaining support from the elderly and advance payment between neighbors, etc., to ensure "early signing, early construction, and early enjoyment". In addition, Fenglin Street also takes the lead in co-construction unit Bank of China to ensure that the funds for "lead loans" for benefiting the people are in place in a timely manner.
Sun Rongjie told reporters that some young tenants originally thought that installing elevators had nothing to do with them, but after becoming volunteers during the epidemic, they felt the difficulty of climbing stairs when carrying express delivery and delivering supplies, so they are now actively participating in promoting the lifting of elevators. Some tenants took the initiative to do ideological work for landlords, and some tenants expressed their willingness to bear part of the cost of adding elevators.
Fenglin Street Party Working Committee Secretary Su Xiaochao said that adding ladders to old communities is the most hoped for practical projects that elderly residents hope to achieve.
