The mark of CCC certification is "CCC", which is the product certification system formulated by the National Certification and Accreditation Supervision and Administration Commission in accordance with the " Mandatory Product Certification Management Regulations" ( General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China Order No. 5).
Policy Interpretation

This State Council Document No. 31 does not provide a clear definition of "electronic and electrical products", and it still needs to be further given by relevant departments. Previously, the Ministry of Industry and Information Technology, and approved by the Ministry of Industry and Information Technology, and approved by the Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Finance, the Ministry of Environmental Protection, the Ministry of Commerce, the General Administration of Customs, and the General Administration of Quality Supervision, Inspection and Quarantine, the Ministry of Industry and Information Technology of the People's Republic of China, the "Management Measures for the Restriction of Use of Hazardous Substances in Electrical and Electronic Products", which stipulates that "electrical and electronic products refer to equipment and supporting products that rely on current or electromagnetic fields to work or for the purpose of generating, transmitting and measuring current and electromagnetic fields, with a rated working voltage of DC power not exceeding 1500 volts and AC power 1000 volts. Except for equipment involving power production, transmission and distribution, it may be used as a reference for the scope of "electronic and electrical products".
Lithium-ion batteries used in our consumers' daily lives, such as mobile phones, laptops, , tablets, e-books, power tools, cleaning robots, electric toothbrushes, outdoor power supplies, etc., may all cover the "electronic and electrical products" referred to in this document No. 31.Most of these products are placed in the bedroom and living room, which is crucial to safety requirements.
Secondly, this document No. 31 does not specify a "portable" lithium-ion battery, and the previous GB 31241 is only suitable for lithium-ion batteries for "portable" electronic products. Another mandatory national standard GB 40165-2021 "Safety Technical Specifications for Lithium-ion Batteries and Battery Packs for Fixed Electronic Equipment" issued by my country last year includes:
a) Fixed information technology equipment (IT equipment);
b) Fixed audio and video equipment (AV equipment) and similar equipment;
c) Fixed communication technology equipment (CT equipment);
d) Fixed measurement control and laboratory electronic equipment and similar equipment;
uninterruptible power supply (UPS), emergency power supply (EPS), and other lithium-ion batteries and battery packs are also applicable. If Document No. 31 refers to more than just portable batteries, then lithium-ion batteries and battery packs for data centers, monitoring centers, communication base stations, satellite positioning base stations, UPS, EPS, etc. may also be considered by the CCC.
With the maturity and popularization of 5G and mobile Internet technology, my country has reached the forefront of the world in this field and has become the world's most important consumer electronics research and development and manufacturing country, and China's intelligent manufacturing is popular all over the world. consumer electronics products requires at least one battery inside, and some even up to 2 or more. The global smart terminal shipments exceed billions every year, and lithium-ion batteries are in demand and broad prospects. Consumer electronic products that you use with you will also carry on airplanes, high-speed rail and other means of transportation, and the safety requirements are self-evident.
Industry significance
After the publication of the "Opinions of the General Office of the State Council on Deepening the Reform of the Management System of the Electronic and Electrical Appliances Industry (Guobanfa [2022] No. 31)" was made, many practitioners learned about the industry trends from the Charging Head Network. The others are either recommended national standards or recommended industry standards. Since mandatory certification is not implemented, enterprises may conduct product design and research and development based on their own technical requirements, which is difficult to take into account higher safety requirements. In addition, they are not national standards. Different enterprises and industry standards are different, which is not conducive to the improvement of overall safety.
Now the launch of the "Opinions of the General Office of the State Council on Deepening the Reform of the Management System of the Electronic and Electrical Appliances Industry (Guobanfa [2022] No. 31))" allows regulatory departments to implement quality inspection and safety spot checks according to the standards set during the production process, without waiting until the finished product is produced before problems are discovered. Discovering problems earlier greatly reduces material loss costs. In addition, various departments can also remove products with hidden dangers and order recalls to protect consumers from infringement. In terms of industry significance, the GB national standards in the battery field and the draft for soliciting opinions from various departments have been opened up. In terms of consumer purchasing, there are currently a wide variety of lithium-ion batteries, battery packs, and mobile power supply products. In the process of purchasing, consumers do not have unified and significant marks, and face the dazzling array of products, which makes it difficult to choose. However, products that meet the standards and pass the certification cannot be recommended and displayed. In terms of policy directions of

Currently, important national standards in the field of lithium-ion batteries are: GB 31241-2014 "Safety Requirements for Lithium-ion Batteries and Battery Packs for Portable Electronic Products", GB 40165-2021 "Safety Technical Specifications for Lithium-ion Batteries and Battery Packs for Fixed Electronic Equipment", GB/T 35590-2017 "General Specifications for Mobile Power Supply for Portable Digital Equipment for Information Technology", SJ/T 11796-2022 "General Specifications for Lithium-ion Batteries and Battery Packs for Electronic Cigarettes", SJ/T 11778-2020 "Safety Requirements for Lithium-ion Batteries and Battery Packs for Portable Household Appliances", SJ/T 11757-2020 "General Specifications for Lithium-ion Batteries and Battery Packs for Portable Household Appliances". It is also reported that the only outdoor power supply (PES) industry standard in my country formulated by government departments, "Technical Specifications for Portable Lithium-ion Battery Energy Storage Power Supply" will be released by the Ministry of Industry and Information Technology soon. The first drafting unit and the centralized unit of these standards are China Electronics Technology Standardization Research Institute .
China Electronic Technology Standardization Research Institute (CESI, Saixi ) is the centralized management unit and the first drafting unit for standard management and the first drafting unit for lithium-ion batteries, mobile power supplies, power adapters/chargers, and is also the first CCC testing agency designated by the Chinese government. It will continue to do a good job in government support and industrial services, especially assisting the competent departments in the transition of forced battery certification and helping enterprises obtain CCC certificates efficiently.
In addition, since 2008, the Ministry of Original Information Industry (now the Ministry of Industry and Information Technology) has approved the establishment of the "Lithium-ion Battery Safety Standards Task Force" (the name has now been adjusted to the "Ministry of Industry and Information Technology Lithium-ion Battery and Similar Product Standards Working Group"), and the secretariat is the China Institute of Electronic Technology Standardization. The working group is mainly responsible for studying and maintaining the construction of standard systems for my country's lithium-ion batteries and other products, organizing the application and drafting of national standards and industry standards for consumer, power, and energy storage lithium-ion batteries, and issuing working group resolutions for the difficulties in the standards.
As of July 2022, the working group currently has 290 member units, including mainstream battery companies, packaging companies, host equipment companies, testing institutions, scientific research institutions, etc.
Lithium ion battery standard dynamics

On May 7, 2021, the National Standards Management Committee issued the 2021 National Standard No. 6 China Standard Announcement. The mandatory national standard GB 40165-2021 "Safety Technical Specifications for Lithium-ion Batteries and Battery Packs for Fixed Electronic Equipment" was approved and issued by the State Administration for Market Regulation and the National Standards Management Committee. The standard will be implemented from May 1, 2022.
The mandatory national standard formulation and revision plan issued by the National Standardization Management Committee on December 28, 2021 (National Standards Commission [2021] No. 37), my country's first mandatory national standard for the safety of lithium batteries for energy storage, "Safety Requirements for Lithium Batteries and Battery Packs for Electric Energy Storage Systems" (20214450-Q-339).
Announcement of the Ministry of Industry and Information Technology of the People's Republic of China (No. 10 of 2022), the electronics industry standard SJ/T 11798-2022 "Production Safety Requirements for Lithium-ion Battery and Battery Pack" is approved and released by the Ministry of Industry and Information Technology and will be implemented from July 1, 2022.
Announcement of the Ministry of Industry and Information Technology of the People's Republic of China (No. 10 of 2022), the electronic industry standard SJ/T 11796-2022 "General Specifications for Lithium-ion Batteries and Battery Packs for Electronic Cigarettes" is approved and released by the Ministry of Industry and Information Technology. The standard will be implemented from July 1, 2022.
On June 23, 2022, the Comprehensive Department of the National Energy Administration issued a letter on soliciting opinions on the "Twenty-five Key Requirements for Preventing Electric Power Production Accidents (2022 Edition) (Draft for Soliciting Opinions)", soliciting research and suggestions from relevant units, and improving the further revision of the "Twenty-five Key Requirements for Preventing Electric Power Production Accidents (2022 Edition)". It is clearly marked that medium and large chemical energy storage power stations shall not use ternary lithium batteries, sodium sulfur batteries and batteries, and shall not use cascade power batteries. There are two knowledge points involved here. The first is the type of battery formula, and the second is the utilization of old batteries. The revision of the national standard GB/T 35590-2017 "General Specification for Mobile Power Supply for Portable Digital Devices for Information Technology" has been initiated. The standard is under the jurisdiction of China Electronic Technology Standardization Institute (CESI) and is responsible for revision. Under the guidance of the competent departments and bureaus of the Ministry of Industry and Information Technology, the drafting group has completed the preparation of the draft for soliciting opinions and is now soliciting opinions from relevant units. After the release of the "Opinions of the General Office of the State Council on Deepening the Reform of the Management System of the Electronic and Electrical Appliances Industry (Guobanfa [2022] No. 31)" will accelerate the construction of a new development pattern, optimize the production access and circulation management of the electronic and electrical industry in the entire process, strengthen supervision of the entire chain and all fields before, during and after the event, significantly reduce institutional transaction costs, stimulate corporate innovation momentum and development vitality, promote technological product research and development innovation and fair competition in the market, effectively maintain the security and stability of the electronic and electrical industry chain and supply chain, and accelerate the high-quality development of the electronic and electrical industry.
