In order to further stimulate the industrial talent attraction and gather talent, increase support and service for the introduction of talents in key industries, key enterprises, and major projects, and accelerate the introduction and gathering of high-level innovative and entrepreneurial talents at home and abroad, according to the spirit of the "Implementation Opinions of the Working Committee of the Changzhou National High-tech Zone of the Communist Party of China and the Changzhou National High-tech Zone Management Committee on Creating an Upgraded Talent Policy of "Talent Gathering High-tech and Intelligent New Taipei" (Shangkai Working Committee [2021] No. 31) and the "Implementation Measures for Promoting the Introduction and Cultivation of Top Talents" (Shangkai Talent Office [2021] No. 5), after research, it was decided to implement the first batch of elite talent selection work. The following announcement is now made on related matters:
1. Funding objects and conditions
1. Talent-inducing enterprises should meet one of the following conditions
(1) IPO listed companies, selected enterprises on the New Third Board, listed reserve enterprises in our district, and enterprises jointly invested and founded by the above-mentioned enterprises and talents;
(2) Investment projects with a total investment of more than 1 billion yuan;
(3) The founder of the enterprise meets one of the following conditions:
① The research results have won the second prize of the National Natural Science Award, Technology Invention Award, Science and Technology Progress Award or above;
②The main winners of the provincial (ministerial)-level scientific and technological progress award or above;
③They have won provincial and above honors such as Jiangsu Province's "333 High-level Talent Training Project", Jiangsu Province's "Blue and Blue Project", "Jiangsu Special Professor", Jiangsu Province's "Double Innovation Plan" and other provincial and above honors.
2. Talents should meet the following conditions
(1) Talents introduced should have a doctorate degree or above, have more than 2 years of experience in R&D, technical skills or management education and training positions in well-known domestic and foreign enterprises, universities, scientific research institutions and related institutions, and have achieved outstanding results;
(2) Talents come to the province for innovation and entrepreneurship for no more than 2 years, and after being selected, innovative talents promise to work full-time in enterprises in the district for no less than 5 years, and entrepreneurial talents will not move their entrepreneurial enterprises within 5 years. Leaving the high-tech zone;
(3) Talents need to form a project team with more than 2 core members. Members must have a doctorate degree or a senior professional title, and only the talents themselves can apply;
(4) Under the same conditions, full-time talents, young talents under the age of 35, talents with overseas study background or overseas work experience will be given priority;
(5) Talents introduced by major platforms, key enterprises, and major projects, and those with special excellence can be appropriately relaxed.
2. Funding policy
1. Talent attraction subsidy
From the year of selection, enterprises will be given a subsidy of 15% of the annual tax and salary of talents for three consecutive years, with a maximum of no more than 300,000 yuan per year.
2. Comprehensive support
to provide 3 million yuan of comprehensive support to the elite talent team’s innovation and entrepreneurship projects, especially excellent projects will be given “one matter and one discussion”, and comprehensive support will be given up to 100 million yuan.
3. Salary Reward
From the year of the year of selection, the elite talents who meet the conditions will be recommended to enjoy the salary reward of high-level talents in Changzhou City; at the same time, based on the amount of talents consumed in our district, the district-level local contribution part of the talents who enjoy the municipal policy reward will be rewarded, and the cumulative amount within three years shall not exceed 1 million yuan.
4. Free stay in the Talent Apartment
From the year of selection, talents themselves can enjoy free staying in the Talent Apartment in the area for 24 months.
5. Home subsidy
If talents purchase 80 square meters or more commercial housing in the district for self-occupation within three years from the year of the year of selection, they can apply for a home subsidy based on the standard of 40% of the purchase price, with a maximum of no more than 2 million yuan per person.
6. Honors and incentives
talents will be recommended as "two representatives and one committee member" after being selected, and will be recommended as outstanding Communist Party members and model workers, and will be given priority to establish as high-level talents.
7. Service guarantee
On the basis of enjoying talent enjoyment, talent living and talent intelligence services, starting from the year of selection, each selected person will be equipped with a "one-to-one" service specialist, providing exclusive services such as policy consultation and project application to help solve the work and life of the talent spouse. Their children have needs for admission and transfer in the district, and the district education department will coordinate and arrange them in accordance with the principle of local proximity and give priority to guarantee.
3. Project application and policy fulfillment
. Compliant enterprises that meet the conditions apply to their park (town, street) and submit application materials (see Attachment 1 for details). Each park (town, street) organizes the application preliminary election, and submits recommendations to the District Party Committee Organization Department (Talent Office) (see Attachment 2 for recommendation quotas), and submits corresponding application materials. The application time is September 1, 2021 to September 18, 2021. . The District Party Committee Organization Department (Talent Office) in conjunction with relevant departments, after preliminary review of materials, expert review, on-site inspection and other procedures, a list of elite talents will be formulated. 3. The list of elite talents’ suggestions will be studied and determined by the director of the district talent office meeting and submitted to the district government’s executive meeting for review and will be announced after approval.
4. If there is no objection to the public announcement, the District Party Committee Organization Department (Talent Office) will issue a document to confirm.
5. After confirmation of the selection, the qualified talents will submit funding applications and relevant supporting documents to the District Party Committee Organization Department (Talent Office), and submit them to the District Talent Office Director’s Meeting for review and approval before being redeemed.
