In late February this year, after the outbreak of the Russian-Ukrainian conflict, the US Department of Commerce announced sanctions on Russia and embargoed technologies and products including semiconductors, computers, telecommunications, information security equipment, laser and sensors. Subsequently, EU , Japan, Taiwan and other regions also announced that they would follow up on sanctions against Russia.


It is understood that the new restrictions on chip exports of Russia and Belarus by the Taiwan authorities will greatly increase the pressure on both countries. Because the export ban includes all chips with a clock frequency of more than 25MHz, it means that Russia and Belarus will not be able to purchase chips faster from Taiwan than Intel i386 microprocessors in the 1980s.


Other chip limitations include that chips exceeding or possessing the following characteristics will be restricted from exporting: 5 gigaflops or higher performance, 32-bit or larger bit width computing logic unit, 2.5 MB/s or higher external interconnect speed, more than 144 pins, basic gate-level propagation delay of less than 0.4 nanoseconds.


In addition, Taiwan authorities also ban the export of chip manufacturing equipment to Russia and Belarus, including lithography kits that are crucial to the manufacture of chips.
