After Taiwan's liberation in 1945, the Kuomintang authorities' corrupt and autocratic rule caused dissatisfaction and resistance from the Taiwanese people. On the evening of February 27, 1947, several anti-smuggling personnel and police officers from the Taipei Monopoly Bureau seized 40-year-old widow Lin Jiangmai selling smuggling cigarettes near Yanping North Road in Taipei City. The law enforcement process was rough and Lin Jiangmai was injured. The onlookers couldn't stand it and surrounded them. When the investigation personnel escaped, they shot and killed Chen Wenxi, a citizen who was watching the fun. This incident became the fuse, triggering a large-scale armed riot, and causing the "February 28 Incident" that swept the entire island. After the incident broke out, the Communist Party of Taiwan also intervened in some areas, such as Xie Xuehong and Yang Kehuang, who led the "Three Two Incident" in , Taichung, and . The Kuomintang authorities then began a full-scale suppression.
The number of casualties caused by the "228 Incident" has always been different. Some people say less than a thousand people, while others say that there are as many as hundreds of thousands. Taiwan’s administrative agencies set up a “228 Incident” commemorative foundation to handle the victim’s application for compensation. The number of cases of compensation was 2,288, of which 862 were found to be victims of death and missing. Of course, the number of compensation cases is not the same as the actual number of suffering. The real historical situation still needs historians to explore more convincing records to show their credibility.
