To standardize the management of electric bicycles in our city and solve the problems of electric bicycle management, according to the "Standardization Law of the People's Republic of China", the "Road Traffic Safety Law of the People's Republic of China" and the "Opinions on Strengthening the Implementation Supervision of National Standards for Electric Bicycles" issued by the State Administration for Market Regulation, the Ministry of Industry and Information Technology, and the Ministry of Public Security, In conjunction with the city's electric bicycle restriction management policy, we are hereby promulgated on strengthening the implementation and management of the national standards for electric bicycles in our city. The notice is as follows:
1, From April 15, 2019, our city's electric bicycle management will implement the national standard "Electric Bicycle Safety Technical Specifications" (GB17761-2018, hereinafter referred to as the new national standard). After the implementation of the new national standard, electric bicycles that do not meet the national standards shall not be produced or sold within the administrative area of our city. If the regulations are violated, the market supervision department shall deal with it in accordance with relevant laws and regulations.
2. electric bicycle sales companies should promise consumers that the vehicles they sell meet the relevant national standards and have obtained CCCh certification through a series of methods such as store notices and notes in sales vouchers. Sales companies shall bear civil liability for returns or other reasons for failing to clearly inform or inform the consumers that the vehicles purchased by consumers have not obtained CCC certification and do not meet the national electric bicycle product standards.

5. After the implementation of the new national standard of , enterprises in special industries should take the lead in purchasing and using electric bicycles that meet the new national standard and have CCC certification to apply for registration and management. After the government issues corresponding management regulations, a formal registration license plate will be issued and can be used for a long time. Registered electric bicycles are not subject to restrictions on travel restrictions and can pass through the city's roads and are managed in accordance with non-motor vehicles.
6. Public officials of party and government organs, enterprises and institutions should take the lead in using electric bicycles that meet the new national standards and have CCC certification. Starting from April 15, 2019, electric two-wheeled vehicles that do not meet the new national standards are not allowed to use by party and government organs, enterprises and institutions.
7. Before the government issues corresponding management regulations, the management policies of electric two-wheeled vehicles in non-special industries will continue the traffic restrictions management measures in our city. The traffic management department of the public security organs will investigate and punish traffic violations of driving motorcycles and electric bicycles in areas and sections of roads that are restricted or prohibited.
8. If violates laws, regulations and relevant provisions of this notice, the relevant functional departments shall investigate and deal with it in accordance with the law. After the government issues corresponding management regulations, it will be implemented in accordance with the requirements of the new regulations.
