Jitai Village is a provincially designated poverty-stricken village and was lifted out of poverty in 2018. In recent years, villagers have mainly earned the main economic income of growing sugar cane and selling brown sugar, and are the "one village, one product" sugar cane experimental base in Zhangping City. The village collective economic income is expected to be 150,000 yuan in 2020, of which the village collective economic income will be increased by more than 80,000 yuan through brown sugar processing service fees. On March 14, 2017, CCTV's 7th Beautiful China Rural Tour "Who Don't Say My Hometown Beauty - Exquisite Zhangping ", introduced the transformation of Jitai Village from a poor village to a well-known brown sugar village. Jitai Village is located on the banks of the Jiulong River. It has a wide terrain, long sunshine time, thick soil and good breathability, moderate pH, and is suitable for sugarcane growth. However, due to the small planting scale, diverse varieties and scattered operations, the sugarcane planting in Jitai Village did not form a brand effect and the planting efficiency was not high. To this end, the village party branch organized party members and masses to go out to study many times, held branch committees and party members and mass meetings to study and discuss. Finally, it decided to rely on the characteristics of the village's abundant sugarcane and the traditional craft of making brown sugar, and the village collective took the lead in establishing a cooperative to carry out unified production and sales to improve planting efficiency.
Party building leads and promotes industrial upgrading.
To build a brand, it is necessary to expand the scale of planting, promote the ancient method of making brown sugar, improve brand packaging, and strengthen "shouting" publicity. To this end, the village party branch explored the adoption of the "party branch + cooperative + party members (party activists, development targets, probationary party members) + poor households" model. The party branch took the lead in establishing the Jitai Brown Sugar Cooperative, with the branch committee, party members, probationary party members, development targets, and party activists. Each person is linked to 1-2 poor households to guide the working-capacity and poor households to plant sugarcane and expand the production scale. In addition to daily inspections, the Party branch also determines whether to continue to train and inspect the party’s active members, development targets, and probationary party members in developing production, guiding and helping poor households grow sugarcane to increase their income, so as to achieve a win-win situation for both party building and poverty alleviation. At present, the village has more than 400 mu of sugar cane, with an annual output of 400,000 jin of brown sugar, achieving an output value of more than 5 million yuan, and driving 16 poor households to increase their income by 230,000 yuan. Villagers have become rich, but the collective economic income of Jitai Village is still weak. The village "two committees" deeply realize that it is urgent to develop village-level collective economy. To this end, the village party branch secretary organized a village "two committees" meeting and a village representative meeting. After multiple considerations, it was decided to rely on the policy advantages of provincially designated poor villages and use the 800,000 yuan special poverty alleviation funds allocated by superiors to build a standardized brown sugar processing plant, and increase village-level collective economic income by providing farmers with processing technology and equipment. Every year around the winter solstice, farmers transport the harvested sugarcane to the village brown sugar processing factory. The village collective hires experienced sugar makers to process brown sugar through ancient methods, and then sells it uniformly through professional cooperatives. The village collective charges 18 yuan per 100 kilograms to collect processing service fees, which can increase the village-level collective economic income by more than 80,000 yuan per year.
Environmental improvement to create a beautiful countryside.
In the absence of successful precedents in the early stage, Jitai Village focused on the application of the policy of linking land increase and decrease, did a good job in land articles, selected areas with good conditions to concentrate on attacks, and followed the principle of easy first and then difficult, and led by the party branch and party members took the lead in rectifying hollow houses. At present, 36 hollow houses have been renovated in Jitai Village, and more than 60 acres of arable land can be added after the project is completed. At the same time, land reclamation was carried out in a mudflat land along the Jiulong River and the wasteland at the foot of the mountain, and sporadic mudflat land and wasteland were reclamated into arable land. From 2017 to 2019, a total of 286 mu of new arable land reclamation was completed, with a transaction capital of 45.5 million yuan. This year, the land development in Dingfang Xiaozhou is planned, and more than 120 acres of high-standard farmland are expected to be added. Through the improvement of rural hollow houses, old village reclamation, and sporadic land reclamation, scattered land reclamation, and other methods, large areas of sugarcane forests and rice fields have been formed in the whole village, greatly improving rural environmental sanitation, promoting villages to be clean, tidy and orderly all year round, and vigorously promoting the construction of beautiful villages. In the next step, Jitai Village transfers the newly sorted 68 acres of new arable land by the river to land, and rents it to farmers or companies through the business model of collectively transferring the village, and it is expected to increase the village financial income by another 30,000 yuan.
