In September 2020, the police in Pingxiang County opened a case for investigation and arrested several suspects, including the main culprit Wang Zhenfu. According to the suspect's confession, after they found the driver's information that they had passed away but had not yet cancelled their driver's license, they used the photo of the license to make a fake ID card, and then used the fake household registration certificate of "dual household registration caused by historical reasons". Yang Pengli said that he drove around the country with his purchased driver's license and was also investigated and punished by the traffic police for traffic violations. The traffic police can also handle driver information from police and deduct points for violations.
On June 15, 2020, Yang Pengli suddenly received a call from the Vehicle Management Office of Heihe Municipal Public Security Bureau of Heilongjiang Province that he was deregistered for illegally obtaining his driver's license. After hanging up the phone, he found that his driver's license information could no longer be found on the traffic management website.
"Wang Zhenfu said that because I had not taken the exam, the information on the driver was removed. The information could be uploaded in a month, so I asked me to continue waiting for the news." When he went to the Xingtai Vehicle Management Office for inquiries, he was told that his driver's management file had been sealed and locked, and there was no hope of re-acting, and he would not be allowed to apply for a driver's license within three years.
After asking Wang Zhenfu for a refund many times but failed, Yang Pengli reported the case. Wang Zhenfu and many others were arrested one after another for suspected of forging, altering, buying and selling ID documents.

Xing synthesized the ID card based on the deceased driver's ID number, home address, name, ID card issuing authority retrieved by Wang Yue, and the one-inch photo of the witness buyer provided by Wang Zhenfu. The combined ID card picture was sent to Wang Zhenfu via WeChat.
