Speech at the Party History Study and Education Mobilization Conference

This year marks the 100th anniversary of the founding of the Communist Party of China. Carrying out party history learning and education throughout the Party is a major decision made by the Party Central Committee based on the new starting point of the Party’s century-old history, coordinating the overall strategic situation of the great rejuvenation of the Chinese nation and the great changes in the world that have not been seen in a century, and mobilizing the whole Party and the whole country to devote themselves to the comprehensive construction of a modern socialist country with full confidence. The Party Central Committee has issued the "Notice on Carrying out Party History Study and Education in the Whole Party", which has made arrangements for this work, and Party committees (party groups) at all levels must conscientiously implement it. Here, I will emphasize three issues.
1. Carrying out party history learning and education is of great significance
The history of the party is the most vivid and convincing textbook. Our Party has always attached great importance to the study and education of Party history, and has focused on using the Party’s struggle and great achievements to inspire fighting spirit and clarify directions, using the Party’s glorious traditions and fine style to strengthen beliefs and gather strength, and using the Party’s practical creations and historical experience to inspire wisdom and temper character. Comrade Mao Zedong said: "If we do not understand the history of the Party and the path that the Party has taken in history, we cannot do things better." Comrade Deng Xiaoping said: "Every Party and every country have their own history. Only by adopting an objective and realistic attitude to analyze and summarize can it be beneficial." Comrade Jiang Zemin emphasized: "We must work hard to study Chinese history, especially the modern and modern history of China and the history of the Party, and through this study, we must master and carry forward the fine biography of the Chinese nation. "Comrade Hu Jintao pointed out: "We must carry out various commemorative education activities to promote the majority of middle-aged and young cadres to further learn the Party's knowledge and the history of the Party, deeply understand the Party's fine traditions and style, continuously enhance the Party's awareness, and strive for the Party's cause more firmly and consciously."
Since the 18th National Congress of the Communist Party of China, the Party Central Committee has attached great importance to studying the Party's history. I have also put forward requirements on different occasions. To summarize, there are mainly several. First, our party has developed into the world's largest Marxist ruling party that has gone through a century of glorious history, ruled in the largest socialist country for more than 70 years, and has more than 91 million members. The Communist Party of China is determined to make great achievements in the Chinese nation for thousands of years, and is in its prime. We must always stand at the forefront of the trend of the times, stand at the forefront of overcoming difficulties, stand among the vast majority of the people, and always stand invincible. Second, history is the best teacher. The history of our party is the most heroic chapter in China's history since modern times. History has created the Communist Party of China in the exploration and struggle of the people. Our party unites and leads the people to create a new historical glory of Chinese civilization with a long history. When moving forward, you must not forget the path you have walked. No matter how far you go or how bright the future you have, you must not forget the past you have walked, and you must not forget why you set out. Third, studying the history of the Party is a compulsory course for upholding and developing socialism with Chinese characteristics and continuing to advance all undertakings of the Party and the country. This course is not only compulsory, but also must be well practiced. Fourth, the history of the Chinese revolution is the best nutritional agent. To review this great history, you can receive vivid education from the Party’s original aspiration, mission, nature, purpose, and ideals and beliefs. You must remember the glorious history and inherit the red gene. Fifth, we must study the history of the Party, the history of New China, the history of reform and opening up, and the history of socialist development. The majority of Party members should focus on learning the history of the Party, be aware of history and love the Party and the country, strengthen their ideals and beliefs through learning and understanding, and practice their original mission through hard work and efforts. Sixth, the history of our party is the history of our party being in harmony with the people, sharing weal and woe with the people, and uniting and striving with the people. We must live and work together and always maintain flesh-and-blood ties with the people. 7. Comprehensively publicizing the history of the Party and giving full play to the role of the Party’s history in learning from the present and educating people through history is a very important task in the overall work of the Party and the country. Eighth, looking back on history is not to seek comfort from success, nor to lie on the credit book and find excuses to avoid the difficulties and problems faced today, but to summarize historical experience, grasp historical laws, and enhance the courage and strength to forge ahead.Nine is to insist on using the materialist view of history to understand history, adhere to the ideological line of seeking truth from facts, distinguish between mainstream and tributary, adhere to the truth, correct mistakes, carry forward experience, and learn from lessons. These are our party’s consistent position and attitude towards the party’s history, and reflect our party’s profound understanding of the historical importance and necessity of learning and applying the party.

Today, at the important moment of celebrating the centenary of our party, at the critical juncture of the historical intersection of the "two centenary" goals, it is timely and necessary to carry out party history learning and education throughout the party. The 100th anniversary of our Party is the 100th anniversary of decisively fulfilling its original mission, the 100th anniversary of laying the foundation and establishing a career through hard work, and the 100th anniversary of creating brilliance and opening up the future. In the century-long continuous struggle, the Party has united and led the people to open up great paths, established great achievements, forged a great spirit, accumulated valuable experience, and created impressive miracles in the history of the development of the Chinese nation and the progress of human society. Looking back on the past struggle and looking forward to the future struggle, we must study and summarize the history of the Party well, and inherit and carry forward the successful experience of the Party well.
First, carrying out party history learning and education throughout the Party is an inevitable requirement to keep in mind the original mission and promote the great historical cause of the great rejuvenation of the Chinese nation. From the day of its birth, our party has been closely linked to the future and destiny of the Chinese people and the Chinese nation. After the Opium War, our country gradually became a semi-colonial and semi-feudal society, and was in a tragic situation where great powers invaded, frequent wars, broken mountains and rivers, and devastated lives. The Chinese people lived in dire straits. Since then, realizing national rejuvenation has become the greatest dream of the Chinese nation. In order to change the fate of being enslaved and bullied, countless people with lofty ideals have made efforts to find a way out to save the nation. The Taiping Heavenly Kingdom Movement, the Westernization Movement, the Reform Movement of 1898, the Boxer Movement, and the Revolution of 1911 started one after another, but they all ended in failure and failed to change the tragic fate of the Chinese people and the Chinese nation. The October Revolution brought Marxism-Leninism to China with a cannon. This is like a ray of light in the dark, pointing the direction for advanced Chinese elements who are struggling to explore the path of saving the country and the people, and the Communist Party of China came into being. From the moment we stepped onto the Chinese political stage, our party has adhered to the Marxist standpoint, viewpoint and method, and has always been seeking happiness for the Chinese people and rejuvenation for the Chinese nation. From then on, the Chinese people began to change from passive to active spirit, and the Chinese nation began to move towards great rejuvenation with difficulty but irreversible.
For a hundred years, no matter how the situation and tasks change, no matter what kind of storm waves we encounter, our party has always grasped the initiative in history, anchored the goals of struggle, and moved forward firmly in the right direction. Our Party has united and led the people to complete the new democratic revolution and establish a new China in nearly 30 years, and the Chinese people have stood up since then; our Party has united and led the people to carry out reform and opening up on the basis of socialist revolution and construction, and has made great historic achievements in building a moderately prosperous society in all respects. The battle against poverty has been won as scheduled, achieving the first centenary goal; the next step is to unite and lead the people to basically achieve socialist modernization, and strive for another 15 years on this basis to fully build a socialist modern country by the middle of this century.

Each generation has its own responsibilities. The dawn of the great rejuvenation of the Chinese nation is ahead and the future is bright. At the same time, we must be clear that the great rejuvenation of the Chinese nation cannot be achieved easily or easily. We are facing rare opportunities and severe challenges.At this critical moment, there is no need to stop, hesitate, or wait and see. We must not forget our original aspirations, keep our mission in mind, and continue to strive.
Ancient Chinese people said: "Diect the past, test the future, and learn the common things, and decide if you can." Carrying out party history learning and education throughout the party is to educate and guide the whole party to use history as a mirror and use history to illustrate their ambitions, understand the great contributions and fundamental achievements made by the Party uniting and leading the people to the Chinese nation, recognize the historical position of contemporary China, enhance historical awareness, connect the glorious past of suffering, the ever-changing present, and the bright and grand future, keep the right direction in the face of chaos and clouds, forge the courage in the face of risks and challenges, and inspire the confidence and motivation to strive for the great rejuvenation of the Chinese nation, move forward without any obstacles, and create a historical cause of our generation.
Second, carrying out party history learning and education throughout the Party is an inevitable requirement for strengthening beliefs and upholding and developing socialism with Chinese characteristics in the new era. Faith is crucial at all times. Belief in communism and belief in socialism with Chinese characteristics are the political soul of communists and the spiritual pillar for communists to withstand any test. In the new era, the most important thing to firmly believe in faith and belief is to strengthen confidence in the path, theory, system and culture of socialism with Chinese characteristics. The Party’s century-long struggle and great achievements are the most solid foundation for us to enhance the “four self-confidences”.
After a hundred years of struggle, our party has united and led the people to achieve the broadest people's democracy in a country with thousands of years of feudal social history, and the people have truly become the masters of the country, society and their own destiny. On the basis of poverty and neglect, we have created a miracle of rapid economic and social development, and in decades, we have completed the industrialization process that developed countries have experienced in hundreds of years, and have become the world's second largest economy. The comprehensive national strength, scientific and technological strength, national defense strength, cultural influence, and international influence have been significantly improved. The people's lives in our country have gone from insufficient food and clothing to a comprehensive well-off society, and have completely gotten rid of absolute poverty as a whole, and have become the country with the largest middle-income population in the world; my country has maintained social harmony and stability for a long time, and the people have lived and worked in peace and contentment for a long time, becoming one of the most secure countries recognized by the international community. This great struggle to fight the new crown pneumonia epidemic fully demonstrates the significant advantages of the Party’s leadership and our socialist system, and greatly enhances the confidence and belief of the whole Party and people of all ethnic groups in the country. In today's world, if you want to say which political party, country, or nation can be confident, then the Communist Party of China, the People's Republic of China, and the Chinese nation have the most reason to be confident!
Carrying out party history learning and education throughout the Party is to educate and guide the whole Party to deeply understand the hard-won way of the red regime, the hard-won way of the new China, and the hard-won way of socialism with Chinese characteristics, and to deeply understand why the Communist Party of China can, why Marxism is implemented, and why socialism with Chinese characteristics is good, constantly strengthen the "four self-confidences", constantly enhance historical determination, and enhance the ambition, backbone and confidence of being a Chinese.
Third, carrying out party history learning and education throughout the party is an inevitable requirement for promoting the party’s self-revolution and maintaining the party’s vitality. The courage to revolutionize itself is the most distinctive character of our party and the greatest advantage of our party. With the century of wind, frost, snow and rain, and the century of heavy waves, our party has been able to grow from the initial 50 party members to the current 91 million party members, overcoming one difficulties and achieving one victory after another. The key is that we always insist that the party must manage the party and govern the party comprehensively and strictly, and carry out a thorough self-revolution while promoting social revolution.
Carrying out centralized learning and education throughout the Party is an important way for our Party to promote self-revolution and an important experience. Since the reform and opening up, we have vigorously promoted the new great project of Party building by carrying out party rectification, "three lectures" education, advanced education activities, and learning and practicing the Scientific Outlook on Development.Since the 18th National Congress of the Communist Party of China, we have organized and carried out mass line education and practice activities, special education on "Three Stricts and Three Realities", learning and education on "Two Studies and One Practice" and thematic education on "Never Forget the Original Aspiration and Keep the Mission in Mind". The Party's creativity, cohesion and combat effectiveness have been significantly improved, and the Party's ability to purify, improve, innovate, and improve itself has been continuously enhanced.
At present, compared with the great social revolution that is marching towards a socialist modern power, there are still some mismatch and inadaptable aspects in the Party’s own construction. Some problems that weaken the Party’s advanced nature and damage the Party’s purity are very dangerous and destructive, especially some problems in the Party’s style and clean government are repetitive and stubborn. If you are not careful, you will rebound and all your previous efforts will be wasted. Carrying out party history learning and education throughout the Party is to educate and guide the whole Party to continue to carry forward the thorough revolutionary spirit at the critical moment of embarking on a new journey, adhere to comprehensive and strict governance of the Party forever, maintain the clarity of "taking the exam", and lead the new great social revolution with the self-revolution of the Party in the new era.
2. To carry out party history learning and education, we must highlight key points.
The "Notice" issued by the Party Central Committee has put forward clear requirements for this study and education work. In general, we must learn history to understand the truth, learn history to increase confidence, learn history to respect morality, and learn history to practice it. We must educate and guide all comrades in the Party to learn party history, understand ideas, do practical things, and open up a new situation.
First, further appreciate the power of thought and enhance the political awareness of arming the whole party with the Party’s innovative theories. Thought is power. If a nation wants to be at the forefront of the times, it must not be without theoretical thinking or ideological guidance for a moment. At the most critical moment in modern China, the Chinese Communists found Marxism-Leninism and insisted on combining Marxism-Leninism with China's reality. They used the power of Marxist truth to activate the great civilization created by the Chinese nation over thousands of years, and made the Chinese civilization burst out with powerful spiritual power again. Practice has proved that Marxism is a powerful ideological weapon for us to understand the world, grasp the laws, pursue the truth, and transform the world, and is the guiding ideology that our party and country must always follow. The vitality of
theory lies in innovation. Marxism has profoundly changed China, and China has greatly enriched Marxism. Over the past hundred years, our Party has insisted on the unity of emancipating the mind and seeking truth from facts, the unity of strengthening the foundation and adhering to the truth and innovation, and has continuously opened up new realms of Marxism, produced Mao Zedong Thought, Deng Xiaoping Theory, the important thought of "Three Represents", and the Scientific Outlook on Development, produced the Thought on Socialism with Chinese Characteristics for the New Era, and provided scientific theoretical guidance for the development of the Party and the people. The history of our party is a history of continuously advancing the sinicization of Marxism, a history of continuously advancing theoretical innovation and theoretical creation.
We must educate and guide the whole party to understand how Marxism has profoundly changed China and the world from the extraordinary process of the Party, appreciate the truth and practical power of Marxism, and deepen our understanding of the theoretical qualities that are both consistent and keep pace with the times. In particular, we must combine the process of historic achievements and historic changes in the cause of the Party and the country since the 18th National Congress of the Communist Party of China, deeply study and understand the Party’s innovative theories in the new era, and persevere in arming our minds, guiding our practice, and promoting our work with the latest achievements of the Party’s innovative theories.

Second, further grasp the laws and general trends of historical development, and always grasp the historical initiative of the development of the party and the country. Historical development has its own rules, but people are not completely passive in it. As long as we grasp the laws and general trends of historical development, seize the opportunity of historical change, follow the trend, and strive for progress, we will be able to move forward better. Marx and Engels scientifically revealed the historical laws that socialism must replace capitalism more than 170 years ago. This is an irreversible general trend in the development of human society, but it requires a long historical process.In this process, we must base ourselves on reality, grasp the historical trends of each stage, and do the current situation well.
In the past century of struggle, our party has always used the basic principles of Marxism to analyze and grasp the general trend of history, correctly handle the relationship between China and the world, and is good at seizing and making good use of various historical opportunities. The birth of our party is the result of adapting to the general trend of world development. The victory of the October Revolution and the rise of socialism were the general trend of the world at that time. Our party emerged from this world trend and was at the forefront of the times. During the War of Resistance Against Japan, our party started from the general trend of the world anti-fascist war and the Chinese people's strong desire to resist Japan and save the nation, promoted the anti-Japanese national united front, and eventually united and led the people to win the great victory of the War of Resistance Against Japan. The founding and consolidation of the People's Republic of China is also a product of adapting to the tide of the times. At that time, socialism developed and grew, the national liberation movement in Asia, Africa and Latin America was surging, and the atmosphere of "the east wind overwhelmed the west wind" appeared. The new China was born and stood firm in the east wind. The major decisions on reform and opening up are also based on our party’s profound insight into the trend of the times. At that time, the world economy and science and technology were developing rapidly, and the gap between my country's development and the international advanced level was significantly widened. Comrade Deng Xiaoping said: "We must catch up with the times, which is the goal of reform." Our party made a scientific judgment on the general trend of the world, and made up our minds to achieve the shift of the center of the work of the Party and the country, and unyieldingly opened the historical curtain of reform and opening up.
"Although you have wisdom, it is better to take advantage of the situation." Only by understanding history can you see far, and only by understanding history can you go far. We must educate and guide the whole Party to keep in mind the overall strategic situation of the great rejuvenation of the Chinese nation and the great changes in the world that have not been seen in a century, establish a great historical view, analyze the evolution mechanism, explore historical laws from the long river of history, the tide of the times, and the global storm, propose corresponding strategic strategies, and enhance the systematicity, foresight and creativity of work.
Third, further deepen the understanding of the nature and purpose of the Party, and always maintain the distinctive nature of a Marxist party. Our party comes from the people, and the foundation and blood of the party are in the people. Born for the people, prospered because of the people, always be with the people, and strive for the interests of the people. This is the fundamental starting point and end point for our party to build, develop and strengthen the party.
The century-old history of our party is a history of fulfilling the party’s original mission, a history of the party and the people being in love with each other, breathing together, and sharing the destiny. After the failure of the Great Revolution, most of the more than 300,000 revolutionaries who died were the people who followed our party to make revolution; during the Red Army period, the people were the iron walls of the Party and the people's army; during the War of Resistance Against Japanese Aggression, our party mobilized the masses widely, causing the Japanese invaders to fall into the vast ocean of the people's war; the victory of the Huaihai Battle was launched by the people with small cars, and the victory of the Crossing River Battle was rowed by the people with small boats; the achievements of socialist revolution and construction were done by the people; the historical drama of reform and opening up was starring hundreds of millions of people. History has fully proved that the country is the people, and the people are the country, and the people's support is related to the life and death of the Party. By winning the trust of the people and receiving the support of the people, the Party will be able to overcome any difficulties and will be invincible. On the contrary, we will achieve nothing and even decline.
Our Party’s constitution is clear at the outset that the Communist Party of China is the vanguard of the Chinese working class, and at the same time the vanguard of the Chinese people and the Chinese nation. The Party Constitution also clearly stipulates that the Party insists on serving the people wholeheartedly, puts the interests of the masses first at all times, shares weal and woe with the masses, and maintains the closest ties. This requires us to adhere to the consistency of respecting the laws of social development and respecting the people's historical dominant position, the consistency of striving for lofty ideals and seeking interests for the vast majority of the people, the consistency of completing all the Party's work and realizing the interests of the people, never leave the masses, share blessings with the masses, and share difficulties with the masses, and share salt with salt and salt without salt.We must educate and guide the whole Party to deeply understand the nature and purpose of the Party, adhere to everything for the people and rely on the people, always put the people in the highest position in our hearts, take the people's yearning for a better life as our goal, promote the fruits of reform and development to benefit all the people more and more equitably, promote more obvious and substantial progress in common prosperity, and gather the 1.4 billion Chinese people into a tremendous force to promote the great rejuvenation of the Chinese nation.
Fourth, further summarize the party’s historical experience and continuously improve the ability to deal with risks and challenges. Our party has come step by step. One of the important things is to constantly summarize experience, improve its abilities, and continuously improve its ability to deal with risks, meet challenges, and turn risks into a bargain. The Party’s experience did not fall from the sky or copied from books, but was accumulated by our Party through long-term exploration through hardships and storms. It is full of success or failure and gains and losses, condensed with blood and sweat, and is full of wisdom and courage.
At present, my country's development is facing unprecedented risks and challenges, both domestic and international, both political, economic, cultural, social and other fields, and from nature, both traditional and non-traditional. "Black swan" and "Gray Rhino" will come unexpectedly. To better deal with various foreseeable and unforeseen risks and challenges on the road ahead, we must gain enlightenment from history and extract the magic weapon to defeat the enemy from historical experience. Back then, Comrade Mao Zedong summed up the experience of revolutionary struggle and summarized the united front, armed struggle and party building as the "three magic weapons" to defeat the enemy, which played an important role in our party's victory in the new democratic revolution and still plays an important role today. On important occasions such as celebrating the 95th anniversary of the founding of the Party, the 40th anniversary of the reform and opening up, and the 70th anniversary of the founding of New China, I summarized the historical experience of the Party from different angles. We must seize the important node of the 100th anniversary of the founding of the Party, start from the great struggle with many new historical characteristics, summarize and apply the Party’s rich experience in successfully responding to risks and challenges in different historical periods, make ideological and work preparations for responding to changes in the external environment for a long time, continuously enhance the awareness of struggle, enrich the experience of struggle, improve the ability to govern the country, continuously improve the ability and level of governance, look at the worst, make the most full preparations, work in the good direction, and strive for the best results.
Fortress is easiest to be broken from the inside. In a sense, since the founding of the Party, the biggest risk our Party faces is internal deterioration, discoloration, and distortion, losing the political character of a Marxist party, deviating from the Party's purpose and losing the support and support of the broadest masses of the people. The century-old history of the Party is also the history of our Party continuously maintaining its advanced nature and purity and constantly preventing the danger of being disintegrated and corrupted. We must educate and guide the whole Party to summarize historical experiences and lessons, focus on solving the practical problems of Party building, continuously improve the Party’s leadership and governance level, enhance its ability to resist corruption, prevent degeneration and resist risks, and ensure that our Party always stands at the forefront of the times in the historical process of profound changes in the world situation, always become the backbone of the people of the whole country in the historical process of responding to various risks and challenges at home and abroad, and always become the strong leadership core in the historical process of upholding and developing socialism with Chinese characteristics.
Fifth, further carry forward the revolutionary spirit and always maintain the high spirit of hard work. "In the world, there are dangers and dangers in the long road." No party in the world has encountered so many difficulties and obstacles like us, experienced so many life and death tests, and made so many tragic sacrifices. Over the past hundred years, in responding to various difficulties and challenges, our party has tempered its character and qualities of not being afraid of strong enemies, not being afraid of risks, daring to fight and being brave to win. This is the most distinctive characteristic and characteristic of our party.In the extraordinary struggle of a hundred years, generations of Chinese Communists have worked hard and unremittingly, and a large number of revolutionary martyrs who are ready to die, a large number of heroes who are tenaciously fighting, and a large number of advanced models who are selfless and dedicated, forming great spirits such as Jinggangshan spirit, Long March spirit, Zunyi Conference spirit, Yan'an spirit, Xibaipo spirit, Hongyan spirit, resisting the United States and aiding Korea spirit, "two bombs and one satellite" spirit, the spirit of the special zone spirit, flood fighting spirit, earthquake relief spirit, and anti-epidemic spirit, etc., building the spiritual spectrum of the Chinese Communists. These precious spiritual wealth transcend time and space and are renewed over time. They embody the firm belief, fundamental purpose, and fine style of the Party. They embody the great character of the Chinese Communists in hard work, sacrifice, dedication, and pioneering and enterprising. They are deeply integrated into the blood of our Party, the country, the nation and the people, and provide rich nourishment for us to build, develop and strengthen the Party.
At the same time, we must be clear-headed that our party has been in power for a long time, and party members and cadres are prone to mentally slack.
