Every conference has extremely special milestone significance to the whole party and the whole country. From September 1 to 11, 1982, the 12th National Congress of the Communist Party of China was held in Beijing. There were 1,545 formal representatives and 145 alternate representatives, representing more than 39 million party members across the country.
Deng Xiaoping presided over the opening ceremony of the conference and delivered an opening speech. On behalf of the 11th Central Committee, Hu Yaobang delivered a report to the conference on "Comprehensive Creation of a New Situation in Socialist Modernization Construction". The conference reviewed and approved the report and the newly revised " Constitution of the Communist Party of China ", approved the work report of the Central Commission for Discipline Inspection, and elected the Central Committee, the Central Advisory Committee and the Central Commission for Discipline Inspection. Ye Jianying and Chen Yun made speeches on issues of new and old cooperation and alternation in the cadre team, and Li Xiannian delivered a closing speech.
Opening speech points out a bright road for the Chinese Communists who are thinking about "where China is going". The report outlines a blueprint for achieving the grand goal of building socialism with Chinese characteristics from the aspects of politics, economy, culture and ideology, diplomacy and party building. The new Party Constitution corrects the "left" mistake in the Party Constitution of the 11th National Congress of the Communist Party of my country, and has made provisions in line with the new situation on the nature and guiding ideology of the Party, on the main contradictions in our society and the general tasks of the Party, and on how the Party can correctly play its leadership role in national life.
The 12th National Congress of the Party proposed to combine the universal truth of Marxism with the specific reality of our country, go our own way, and build socialism with Chinese characteristics, point out the direction for the new era, and clearly determine the three aspects of economic construction, political construction and ideological and cultural construction as the goal of building socialism. The report of the 12th National Congress of the Party formulated a program of struggle to create a new situation in socialist modernization construction and established the overall goals and tasks of the Party in a new historical period. The well-known goal of "quadrupled" was proposed at this conference.
After the 12th National Congress of the Party, economic system reform has been fully launched. The rural household contract responsibility system has quickly been promoted nationwide, and agricultural production has finally escaped the predicament of long-term stagnation.
