Of course, there is a reason for TSMC to do this.

The key is that subsidies may not be received. At the beginning, the factory promised to have subsidies, but now, a subsidy of $52 billion is about to be finalized, but Intel and others want to exclude TSMC.

As of now, most chip orders under 7nm are in the hands of TSMC, and the same may be true for future chips such as 3nm and 2nm. Once these factories are built in the United States, TSMC may further be subject to shipments.
After all, ASML is the best example. DUV lithography machines produced in the United States cannot be shipped freely, while DUV lithography machines produced in other regions can be shipped normally.
