Huang Ming was born in October 1957. He is from Jianhu, Jiangsu and a member of the 19th Central Committee.
In his early years, he worked as a rural educated youth in Xinghua County, Jiangsu Province. In December 1978, he entered the Jiangsu Public Security School’s internal service major. In February 1982, Huang Ming joined the Jiangsu Provincial Public Security Department and started as a clerk of the editorial office of "Jiangsu Public Security". From then on to April 2003, he served as director of the Propaganda Department, deputy director of the Political Department, assistant director, and deputy director of the Jiangsu Provincial Public Security Department.
In April 2003, Huang Ming was promoted to the position of Director of the Jiangsu Provincial Public Security Department, Secretary of the Party Committee, and First Political Commissar and First Secretary of the Jiangsu Provincial Corps of the Armed Police; in November 2006, Huang Ming began to serve as assistant governor of Jiangsu Province and member of the Party Leadership Group of the Provincial Government, Director of the Provincial Public Security Department, Secretary of the Party Committee, and First Political Commissar and First Secretary of the Jiangsu Provincial Corps of the Armed Police.
In November 2008, after working in Jiangsu for 26 years, Huang Ming was transferred to the Ministry of Public Security and served as assistant minister of the Ministry of Public Security, member of the Party Committee and director of the General Office, and member of the Central Leading Group for Foreign Propaganda.
In August 2009, Huang Ming, who was 52 years old at the time, was promoted to Deputy Minister of Public Security and entered the vice ministerial level. In April 2016, he became the deputy secretary of the Party Committee of the Ministry of Public Security and was promoted to the ministerial level. In August of that year, he also served as a member of the of the Central Political and Legal Affairs Commission.
In March 2018, after the new round of institutional reforms of the State Council, Huang Ming, who had worked in the Ministry of Public Security for nearly 10 years, became the Secretary of the Party Committee and Deputy Minister of the newly established Ministry of Emergency Management.

Huang Ming said that the establishment of the Ministry of Emergency Management is not a unit that changes its name or brand, but a brand new reconstruction and transformation.

Emergency Command Commissioner Chen Sheng, the Ministry of Emergency Management, said in an interview with the media that "being ready at all times" is the "emergency culture" that the leaders of the Ministry of Emergency Management have set an example.
"Once I was on duty, and at around 2 a.m., I sent a text message to Secretary Huang Ming. He replied immediately and put forward relevant requirements and precautions. Afterwards, when we were working in the command hall, Secretary Huang Ming and relevant departments came in one after another and fought with us at night." Chen Sheng gave an example.
In case of a major accident, Huang Ming will also lead the working group to the scene.
On March 21, 2019, after an explosion occurred at the chemical plant in Yancheng, Jiangsu, Huang Ming led the working group to the scene urgently. In the early morning of the 22nd, after arriving in Yancheng, Jiangsu, Huang Ming immediately checked the explosion site of the chemical plant and went to the on-site command center to learn about and guide the rescue and disposal work.
On July 24, 2019, Huang Ming led the joint working group to arrive at the Guizhou Shuicheng landslide site overnight, inspected the on-site rescue situation in the rain, and held a meeting at the on-site command center.
On December 25, 2020, Huang Ming attended the Jiangsu special rectification mobilization and deployment meeting in Nanjing as the "Head of the Supervision Group for Jiangsu Special Remediation of Production Safety of Jiangsu Province".
