Top Ten Conference Hall
0The Tenth National Congress of the Communist Party of China was held in Beijing from August 24 to 28, 1973. A total of 1,249 representatives attended the conference, representing 28 million party members across the country.
This conference was held after crushing Lin Biao's counter-revolutionary group, Zhou Enlai presided over the daily work of the central government, and the situation in all aspects of the country improved. From May 20 to 31, 1973, the Central Committee held a working meeting to prepare for the conference. It was announced at the meeting that according to Mao Zedong's proposal, the Political Bureau of the Central Committee decided that Wang Hongwen would work in the Central Committee and attended the Politburo meeting with Hua Guofeng and Wu De. The meeting decided to establish a party constitution amendment group under the responsibility of Wang Hongwen to propose a draft amendment to the party constitution . According to the opinions of Mao Zedong and Zhou Enlai, it was announced that liberation of 13 veteran cadres including Tan Zhenlin and Li Jingquan were liberated. On August 20, the Political Bureau of the Central Committee passed a resolution to approve the "Review Report on the Counter-Revolutionary Crimes of Lin Biao's Anti-Party Group" and forever expelled Lin Biao, Ye Qun, Huang Yongsheng, Wu Faxian, Li Zuopeng, Qiu Huizuo and others from the party. At this point, the preparations for the conference have been basically completed.
On the rostrum of the Tenth National Congress of the Communist Party of China
The agenda of the Congress: First, Zhou Enlai gave a political report on behalf of the Central Committee; second, Wang Hongwen gave a report on the amendment of the Party Constitution on behalf of the Central Committee, and submitted Constitution of the Communist Party of China (draft) to the Congress; third, elect the 10th Central Committee of the Communist Party of China.
Comrade Mao Zedong presided over the conference. The political report Zhou Enlai made on behalf of the Central Committee was drafted by Zhang Chunqiao, Yao Wenyuan and others. The report did not correctly analyze the causes of the Lin Biao incident and summarized the necessary lessons. Instead, it affirmed that "the political and organizational lines of the nine major of are correct", called on the whole party to "adhere to the continued revolution under the dictatorship of the proletariat", adhere to the "proletarian cultural revolution", and also regarded "the world is in chaos and achieve great governance in the world. It will come again in seven or eight years" as an "objective law", predicted that "the struggle between the two lines within the party will exist for a long time", and listed criticizing Lin Biao's "extreme right essence" as the top priority, etc. This comprehensively affirmed and inherited the mistakes of the "Nine Majority" and allowed the "left" trend to continue.
Zhou Enlai made a political report
The conference passed the political report, the report on the amendment of the Party Constitution and the "Constitution of the Communist Party of China". The Tenth National Congress of the Communist Party of China retained the contents of the Nine Congresses on the nature of the Party, guiding ideology, basic program, , basic line, etc., and made some adjustments in the structure, but not much of the article was changed. Only the arguments about Lin Biao and Lin Biao's arguments were abolished in the general outline. It is worth pointing out that the new development of the Ten Party Constitutions in terms of "left" errors is mainly to enrich the content of the so-called experience in the struggle between the two lines, and to list "critical revisionism as a long-term task to strengthen the ideological construction of the Party"; to unilaterally propose the principle of "anti-trend", requiring party members to have the spirit of anti-trend, etc.
The conference finally elected 195 Central Committee members and 124 alternate Central Committee members. Some veteran cadres who were hit by the "Cultural Revolution" and were excluded from the Ninth Central Committee, such as Deng Xiaoping, Wang Jiaxiang, Ulanfu, Li Jingquan, Tan Zhenlin, Liao Chengzhi, etc., were elected as members of the Central Committee. Although the backbone of Jiangqing Group has entered the new Central Committee more, a group of old comrades who are expected to be selected, after all, reflects the strengthening of the healthy strength within the party.

A group of tried-and-tested veteran cadres, including Deng Xiaoping, Wang Jiaxiang, Tan Zhenlin, Ulanfu, Li Jingquan, etc., were selected into the Central Committee. However, the Party had not learned enough profound lessons from the Lin Biao incident at this time, and the expansion of class struggle was still serious. Chairman Mao wanted to stand up again, but it was extremely difficult. At the same time, he did not want people to know his physical condition at this time, so he had to say to the representatives: "If you don't leave, it will be difficult for me to leave."
At this time, Premier Zhou stepped forward and said to everyone, "Chairman Mao wants to watch everyone leave."
Everyone was filled with tears, obeyed Premier Zhou's arrangements, and left the court in an orderly manner one after another. Chairman Mao smiled and watched representatives leave one by one. This meeting was also remembered in people's hearts forever.
