The prerequisite for opening the Twenty National Congress is to do a good job in the election of the Twenty National Congress representatives. The representatives’ political literacy, theoretical level, work ability and work style are the basis for determining whether the representatives can make good decisions on the twenty major issues. From the perspective of people's democracy in the whole process, we can find that whether it is election preparation, election procedures , or the election results reflect people's democracy in the whole process.
From the perspective of election preparations, the Party Central Committee attaches great importance to the election of representatives of the 20th National Congress of the Party, providing political guarantees for the realization of people's democracy throughout the process. General Secretary Xi Jinping personally planned and deployed, presided over the meeting of the Standing Committee of the Political Bureau of the Central Committee and the Political Bureau of the Central Committee for special research, and reviewed and passed the "Notice on the Election of Representatives of the 20th National Congress of the Party", which clarified the overall requirements and policy provisions of representative election work. The list of candidates should be fully discussed by the party organization and the elector. The difference election method with more than the number of candidates to be elected can be directly used to conduct formal elections. The difference election method can be used first to pre-elect, and the candidate list can be generated, and then formal elections can be conducted. Electors have the right to understand the candidate's situation, ask for changes to the candidate, not select any candidate, and choose another person. No organization or individual may force the elector to elect or not to elect a person in any way.
In accordance with the provisions of the "Regulations on the Work of the Central Committee of the Communist Party of China", during the recess of the National Congress of the Party, the Central Committee implements the resolutions of the National Congress, convenes the National Congress, and decides the number of representatives of the National Congress and the election method for . The representatives of the 20th National Congress were elected strictly in accordance with the procedures and steps stipulated by the Party Central Committee. In November 2021, the Central Committee of the Communist Party of China issued the "Notice on the Election of the 20th National Congress of the Party", which made comprehensive arrangements for the election of the 20th National Congress of the Party.
