In accordance with the spirit of the "Notice of the Ningde Municipal Education Bureau on Doing a Good Job in the Qualification of Primary and Secondary School Teachers in 2022" (Ningjiaoren [2022] No. 31), the matters related to the qualification of kindergarten teachers, primary school teachers and junior middle school teachers in the first half of 2022 by Jiaocheng District, Ningde are now announced as follows:
1. certification objects
have not reached the national legal retirement age, meet the application conditions stipulated by the state and Fujian Province, and have participated in the national primary and secondary school teacher qualification examination and obtained the "Certificate of Passing the Primary and Secondary School Teacher Qualification Examination" and are within the valid period or have obtained the "Certificate of Professional Ability of Teachers for Normal Students" and are within the valid period. Those who meet the above conditions must also meet one of the following conditions:
1 household registration or residence (must apply for a local residence permit and within the valid period) in Jiaocheng District;
2 fresh graduates of full-time general higher education institutions in Jiaocheng District;
2 fresh graduates of full-time colleges and universities in Jiaocheng District;
3 Those who hold a Hong Kong, Macao and Taiwan resident residence permit study, work and live in Jiaocheng District, or hold a Hong Kong, Macao and Taiwan resident residence permit, a five-year valid Taiwan resident residence permit, and take the qualification examination for primary and secondary school teachers in Jiaocheng District;

2. Conditions of identification
㈠Abide by the Constitution and laws, love education, fulfill the obligations stipulated in the Teachers Law, and abide by teachers' professional ethics;
㈡ Have good physical and psychological qualities, meet the physical examination standards for applying for teacher qualification certification, and pass the physical examination institution second-level A (county level) and above designated by the teacher qualification certification institution;
㈢ Comply with the academic requirements stipulated in the "Teachers Law", in which those who apply to be qualified as an internship instructor in a secondary vocational school must have a degree from a university or above, and must also have a professional and technical position or an intermediate or above worker's technical level;
㈣ reaches the level II level B or above "Mandarin Proficiency Test Level Standard" promulgated by the National Language and Character Work Committee, among which Chinese teachers and Chinese teaching teachers for foreign countries should reach level II level A or above.
3 . Authentication procedure
㈠ online registration
1. Online registration time

Teacher qualification certification application shall be implemented online registration and meet the conditions Applicants should log in to the China Teacher Qualification Network (www.jszg.edu.cn) within the specified online registration time to apply from the "Teacher Qualification Certification Applicant Online Registration Portal", fill in the registration information, and select "Jiaocheng District Education Bureau" for the "Certification Institution". Please select "Jiaocheng District Administrative Service Center" on site confirmation point; the same applicant can only apply for one teacher qualification at a time, and within one year after successful application, no longer apply for the second teacher qualification certificate nationwide.

2. Notes
⑴ Applicants must complete all information and submit the application information before the online application deadline, so that online application can be successful;
⑵ People who apply for teacher qualification certification for 2022 Ningde Normal University shall follow the Ningde Municipal Education Bureau certification announcement;
⑶ When the applicant system fills in information, be sure to fill in the email address to recover the password through the filled-in email address when forgetting the password;
⑷ People who apply for senior middle school teacher qualification, secondary vocational school teacher qualification, and secondary vocational school teacher qualification, please pay attention to the certification announcement issued by the Ningde Municipal Education Bureau and apply for the corresponding teacher qualification as required by the announcement.

application personnel, take the "Fujian Provincial Teacher Qualification Applicant Physical Examination Form" with the pasted photo (see Appendix 1, please print it on both sides) to the Ningde People's Hospital Physical Examination Center;
3. Physical examination process and physical examination standards: use "Fujian Provincial Department of Education" (see Appendix 1, please print it on both sides) to participate in the physical examination;

4. The physical examination report is collected by the staff of the certification confirmation point. Any inspection materials obtained by the applicant themselves shall not be used as the basis for physical examination of teacher qualification certification;
5. The physical examination fee shall be borne by the applicant according to the hospital fee standards;
6. Please refer to Appendix 2 for details on physical examination precautions.
㈢ On-site confirmation
online application is successful, the applicant must hold the application materials for teacher qualification certification and submit it to the Jiaocheng District Administrative Service Center within the specified time to confirm the registration on site. If you fail to arrive on site for confirmation within the specified time, you will be deemed to have automatically waived the application.

3. Materials to be submitted during on-site confirmation:
⑴Original valid ID card (within the valid period);
⑵Original household registration with your own household registration book or collective household registration certificate; if a non-Jiaocheng District household registration applies for certification in Jiaocheng District, a valid original and copy of the residence permit shall be submitted;
⑶Original academic certificate, among which full-time graduates confirm that they have not obtained the academic certificate at the time of confirmation on-site, they shall provide all the courses and score certificates issued by the academic affairs department of the university where they are located. The Hong Kong, Macao and Taiwan academic qualifications should also be submitted to the original "Hong Kong, Macao and Taiwan academic qualifications" issued by the Ministry of Education Study Abroad Service Center, and the foreign academic qualifications should also be submitted to the original "Foreign Academic Qualification Certificate" issued by the Ministry of Education Study Abroad Service Center. The academic qualification information can be compared with the electronic information of the China Teacher Qualification Network. If the certificate information is not verified, the "China Higher Education Academic Qualification Certification Report" should also be submitted (can be applied for online application on the China Higher Education Student Information Network http://www.chsi.com.cn and print it by yourself), otherwise it will be deemed to be unqualified and will not be accepted;
⑷ Examination pass certificate or normal student teacher professional ability certificate, which has been verified and passed by the China Teacher Qualification Network, may not be submitted. If the examination pass certificate has not been verified, the applicant must print it himself on the primary and secondary school teacher qualification examination network (ntce.neea.edu.cn). If the normal student teacher professional ability certificate has not been verified, it must be further confirmed by the applicant and the university where he is located;
⑸ "Personal Commitment Letter". Applying for teacher qualifications to fully implement the teacher ethics commitment system. Applicants should truthfully fill out the "Personal Commitment Letter" and upload it according to the procedures;
⑹ Original and copy of the Mandarin Proficiency Test Level Certification (the Mandarin Proficiency Test Level is successfully compared with the electronic information of the China Teacher Qualification Network);
⑺ Original "Fujian Province Teacher Qualification Applicants Physical Examination Form" (received uniformly by the certification institution);
⑻ A recent one-inch color white-backed certificate photo on the front of the crown is required (the photo uploaded must be the same as the online newspaper, and the name and type and subject are written on the back);
⑼ Other supporting materials required by the teacher qualification certification institution.
㈣ review and certification
Jiaocheng District Education Bureau reviews the application materials submitted by applicants for kindergarten, primary school and junior middle school teacher qualifications, and makes a conclusion on whether to recognize teacher qualifications within the specified time, and notify the applicant on "Jiaocheng Education" in the form of a document announcement. ㈤Certificate issued by
meets the legal recognition conditions, the corresponding "Teacher Qualification Certificate" shall be issued. The certificate collection location: on-site confirmation point (comprehensive window on the second floor of the Jiaocheng District Administrative Service Center), and the collection time is: July 20.
4, Other matters
1. Applicants must conduct online declaration and on-site review according to the prescribed time, place and requirements. If the application work is not completed within the prescribed time due to missed the declaration time, selected the wrong recognition agency or on-site confirmation point, incorrect declaration information or incomplete submission of materials, the recognition agency will no longer accept the application and the responsibility shall be borne by the applicant himself.
2. Before confirming on site, please carefully check the required documents and form materials, bring all required documents and form materials before confirming on site. If I cannot go to the on-site confirmation due to special reasons, I must entrust someone else to confirm on-site in writing.
3. Applicants must abide by the relevant requirements for epidemic prevention and control when participating in physical examinations and on-site confirmation, and cooperate with prevention and control measures.
4. If the copy is required due to on-site confirmation, use A4 copy paper.
5. The applicant should make a true and correct commitment in the "Personal Commitment Letter". If the commitment does not match the facts and deliberately commits fraud to obtain teacher qualifications, the education administrative department will impose an administrative penalty on the applicant that "revokes teacher qualifications and cannot re-obtain teacher qualifications within five years" or "lost teacher qualifications and cannot re-apply for teacher qualifications" in accordance with relevant national laws and regulations.
6. If the time schedule needs to be adjusted due to the impact of the epidemic, it will be announced separately.
