4. The recycling and dismantling company shall apply for a "Motor Vehicle Deregistration Certificate" for the owner within a certain working day.
5. Car owners use the third link of the "Scrapped Car Recycling Certificate" of the recycling and dismantling enterprises, the "Motor Vehicle Cancellation Certificate" of the Vehicle Management Office, the "Preparation Fund Application Form for Elimination of Yellow Label Vehicles and Old Vehicles", ID cards, bank account and other information to receive subsidy funds from the financial department (the vehicles of administrative, public institutions, and state-owned enterprises are not subsidized).
