The "14th Five-Year Plan" period is the first five years for my country to seize the momentum to embark on a new journey of comprehensively building a modern socialist country and marching towards the second centenary goal after my country has fully built a moderately prosperous society and achieved its first centenary goal. It is also a critical period and window period for China to respond to climate change and achieve carbon peak goals, and a key five years for industry to achieve green and low-carbon transformation and development. The "Plan" includes four parts: the situation faced, the overall idea, the main tasks, and the guarantee measures.
The first part of the "Plan" briefly reviewed and summarized the achievements of green industrial development in the "13th Five-Year Plan" period from four aspects: industrial structure adjustment and optimization, energy and resource efficiency improvement, green and low-carbon industry development, and the construction of a green manufacturing system, and analyzed the challenges and opportunities faced by green industrial development in the "14th Five-Year Plan" period.

In 2020, the comprehensive utilization of bulk industrial solid waste such as metallurgical slag and tailings was about 2 billion tons, and the recycling of ten major varieties of recycling resources such as waste paper, scrap steel, and scrap plastic reached 380 million tons. The emission intensity of major pollutants in key industries decreased by more than 20% compared with 2015.
