3. What is the epidemic prevention and control situation of enterprises that resume work and production?
Director of the Municipal Bureau of Industry and Information Technology Huang Zhengyu: As of February 8, there have been no confirmed or suspected cases of new coronary pneumonia in 101 companies in our city.
First, early deployment. On January 27, our bureau formulated and issued the "Notice on Arrangement and Deployment of Production Guarantees for Enterprises' Epidemic Prevention Materials". All enterprises took active action and Tai'an Lude Engineering Materials Co., Ltd. formulated six epidemic prevention and control measures; TB Electric signed a collaborative epidemic prevention commitment letter with all partners, positioning and monitoring the locations of employees every day and conducting temperature measurements; Detai Machinery is equipped with portable thermometers, masks and disinfection items in the main channels of the factory; Runtong Machinery and Shengliyuan use their own stock masks to increase the allocation of employees. Continuous production enterprises further strengthen the inspection of employees, strengthen the control of employee turnover, and pay close attention to the physical health of employees left behind during the holidays and returned after the holidays, especially the physical condition of employees returning from Wuhan and surrounding areas and confirmed cases. Strengthen inspections of factory buildings and living areas for enterprise employees, take measures such as regular disinfection, ventilation, and strengthen monitoring to do a good job in hygiene and epidemic prevention.
The second is to clarify the epidemic prevention and control standards for enterprises to resume work and production. In accordance with the decisions and deployments of the central, provincial and municipal governments, on February 7, our bureau issued the "Notice on Organizing the Resumption of Work and Production of Industrial Enterprises", which further clarified the conditions for resumption of work and production of industrial enterprises, mainly including four aspects: the prevention and control mechanism must be in place . Enterprises must clarify the internal responsibility mechanism for epidemic prevention and control, establish an epidemic prevention and control management system, clarify the work responsibilities of the main person in charge, the person in charge and the head of the department workshop team, and formulate emergency plans and work measures for epidemic prevention and control. employee inspections must be completed. Enterprises must organize inspections on the hometown and whereabouts of each employee within 14 days. Establish a list of key monitoring for employees from or have been to key areas of the epidemic, and advise them to stay in the local area and not return to Thailand for the time being to resume work, and encourage employees to delay returning to Thailand to work; employees who have returned to the factory and return units from or have been to key areas of the epidemic should check their arrival time, and improve and implement internal medical observation and self-isolation measures in accordance with regulations to ensure that they are quarantined for 14 days and have normal temperature measurement before they can go to work. facilities and materials must be in place. Enterprises must prepare necessary prevention and control materials and purchase fast infrared temperature detectors, disinfectant water, masks and other epidemic prevention and control materials. It is necessary to implement isolation places. Enterprises with collective dormitories should set up temporary isolation places, and arrange single rooms and relatively independent rooms as temporary isolation places for returnees in epidemic areas; enterprises that do not meet the conditions should determine the specific isolation and observation locations and report to their communities in accordance with the unified arrangements of the street offices in the jurisdiction. internal management must be in place. Enterprises must formulate epidemic prevention and control management regulations, including specific measures such as employee health management, disinfection management, commuting management, business travel management, dining management, etc. In principle, enterprises implement closed management, and irrelevant personnel are strictly prohibited from entering the production offices of their units; conduct temperature testing for all working people entering the factory and before entering the unit every day, use a fast infrared temperature detector at the entrance, conduct temperature detection on all personnel entering the enterprise, and report on the situation of personnel resumption of work and production, key monitoring personnel, employee health status, etc. in accordance with regulations; do a good job in ventilation, disinfection and sanitation management of the site and control of the isolation area, and establish and implement a full-staff training system for personal protection knowledge before resuming work and taking up work.
The third is to implement a reporting and review system for resumption of work and production. When industrial enterprises resume work and production, they must report at least 2 days in advance (natural day) before starting construction, provided that the above conditions are met. Enterprises must submit the following materials: enterprise epidemic prevention and control management regulations, enterprise epidemic prevention and control emergency plans, list of personnel to resume production, list of key employee monitoring categories, and list of prevention and control facilities and materials. After the county, city and district industry and information bureaus (functional zone economic development bureaus) review the materials submitted by industrial enterprises, they organize bureaus and street and township staff to go to the enterprise for review. If the enterprise conditions meet the requirements, a "Notice of Agreeing to Resumption of Work and Production" will be issued before resuming work and production can be resumed. Starting from February 9, with the approval of the report, our bureau has sent 7 supervision teams to counties, cities, districts and functional areas to supervise and guide, to ensure that all epidemic prevention and control work and control work of industrial enterprises to resume work and production is implemented, and to achieve orderly resumption of work and production of industrial enterprises.
4. In the face of the epidemic prevention and control situation in our city, what major guarantee measures has the municipal finance taken?
Director of the Municipal Finance Bureau Liu Bin: We have taken three main measures:
First, formulate a guarantee plan to ensure that funds are allocated in a timely manner and in full. Timely study and formulate two financial guarantee work plans for emergency funds for epidemic prevention and control and the supply of daily necessities, set up a special team, consolidate responsibilities, and ensure that epidemic prevention and control funds are raised early, allocated early, and in place early. As of February 8, the city's financial departments at all levels have invested a total of 172 million yuan, specifically for the purchase of epidemic prevention and control equipment, material guarantee, medical treatment, living allowance and other related expenses; 148 million yuan of medical insurance funds have been allocated to fully support designated medical institutions in carrying out treatment work; all the 28 million yuan of basic public health service funds added this year have been allocated to rural areas and communities, mainly for epidemic prevention and control work.
The second is to simplify the procurement process and ensure that emergency rescue equipment and materials are supplied in a timely manner and play a role. In accordance with the requirements of the superiors and in combination with the actual situation of our city, the financial department takes meeting the needs of epidemic prevention and control as its primary goal, actively simplifies the government procurement process, and promptly opens the "green channel" for procurement. The relevant departments organize the procurement of emergency rescue equipment and materials to ensure timely supply.
The third is to implement policies and measures to ensure that patients are treated and medical staff have no worries. Among them, for confirmed patients, the required treatment costs will be paid in accordance with regulations by basic medical insurance, serious illness insurance, medical assistance, etc., and the individual burden will be borne by the finance department according to the policy. For suspected patients, after basic medical insurance, serious illness insurance, medical assistance, etc. are paid in accordance with regulations, the personal burden will be borne by the municipal and county finance departments. For medical staff and epidemic prevention workers, if temporary work subsidies should be issued or work-related injury insurance benefits should be enjoyed in a timely manner.
5. What policies and measures should the municipal finance take to support small and medium-sized enterprises to overcome the difficulties of the epidemic? Liu Bin, Director of the Municipal Finance Bureau: In order to support small and medium-sized enterprises to overcome difficulties and develop stably, the financial departments at all levels in the city, on the basis of conscientiously implementing a series of fiscal policies issued by the state and the province, have focused on the "Implementation Opinions on Responding to the New Coronavirus Pneumonia Epidemic and Supporting Small and Medium-sized Enterprises to Overcome the Stable Development of Small and Medium-sized Enterprises" issued by the municipal government, and have taken the following measures.
First, actively help small and medium-sized enterprises solve financing problems. On the one hand, a new emergency working capital pool with a total scale of 100 million yuan will be established to provide loan repayment and loan renewal support to small and medium-sized enterprises with financial difficulties in the short term. At present, the first batch of 50 million yuan emergency workflow funds have been allocated to the hosting platform. On the other hand, the municipal finance will provide interest subsidy support for key production and guarantee enterprises for epidemic prevention materials determined by the municipal government. At the same time, the municipal finance will provide credit rewards to financial institutions that increase credit support for small and medium-sized enterprises during critical periods of epidemic prevention and control.
The second is to actively help small and medium-sized enterprises reduce their cost burden. On the one hand, we will do a good job in increasing enterprise income "addition" and establish a "green channel" for special funds to support enterprise development in conjunction with relevant departments to ensure that funds are "early allocated" and enterprises "benefit early". On the other hand, we will do a good job in reducing corporate expenditures, cooperate with human resources and social security, taxation and other departments, and earnestly do a good job in returning corporate insurance job stability funds, delaying social insurance payment, reducing social insurance premium payment rates, reducing property tax and land use tax, and further reducing corporate cost expenditure pressure.
The third is to try to simplify the policy implementation procedures. In accordance with the principle of "fast as fast as possible, and simple as possible", the municipal finance issued policy implementation procedures to relevant municipal departments and county, municipal and district finance bureaus to ensure that the policies can have an "immediate effect". For example, for the interest subsidy policy, the application process of counties, cities and districts to the municipal level has been reduced, and the county, city and district finance will be directly redeemed first. The municipal finance will subsidize counties, cities and districts through the financial system, speeding up the implementation of policy redemption.
6. How are the construction sites in our city arranged for the opening and resumption of work, and what prevention and control measures should be implemented?
Director of the Municipal Housing and Urban-Rural Development Bureau Zhang Guangyin: Recently, the Municipal Party Committee and Municipal Government have made arrangements and deployments for the resumption of work and production of enterprises and the start of construction projects during the epidemic prevention and control period. In order to do a good job in the opening and resumption of work of construction sites in our city and fully implement various epidemic prevention and control measures, the Municipal Housing and Urban-Rural Development Bureau has drafted the "Notice on Doing a Good Job in the Prevention and Control of Epidemic Prevention and Control of Construction Sites", and made arrangements for the resumption of work and epidemic prevention and control of construction sites. It clearly requires that all construction sites in our city that have the opening and resumption of work should be organized as soon as possible after verification by the construction administrative department of the project location. In the work, "three in place" must be done:
1. Personnel control is in place. During the epidemic prevention and control period, the real-name management system will be strictly implemented, and all personnel on site will establish health records and implement closed management. The construction site is equipped with full-time epidemic prevention personnel, and the newly introduced personnel will be checked one by one according to the epidemic prevention work requirements of the project location. For employees who return to Shandong from other provinces and who have close contact with confirmed and suspected infections, quarantine and observation measures will be strictly implemented, and they can only return to work after confirming their health. Strictly monitor employee health, set up testing points in production areas, office areas, dormitory areas and other points, measure body temperature twice a day, and take timely measures if abnormalities occur. The responsible units of municipal engineering projects should take into account the characteristics of the line length that is not easy to close, and uniformly measure body temperature for on-site personnel at regular intervals and keep records.
Second, on-site management is in place. The construction site will be closed management, an inspection and registration system will be implemented, and people entering and leaving, vehicles and cargo will be strictly inspected and information will be registered. Unrelated personnel are strictly prohibited from entering the factory area. Set up a temperature detection point at the entrance and exit, and all personnel entering the construction site must undergo temperature detection; all vehicles and goods entering the construction site must be disinfected. All epidemic prevention measures must be implemented in place, establish and improve environmental disinfection systems, and conduct comprehensive sanitation and cleaning of work areas, office areas, and living areas before resuming work, especially thoroughly disinfecting of crowded places, key facilities and equipment, to ensure that there are no blind spots left. After the resumption of work, the daily disinfection system will be strictly implemented, all places will be disinfected regularly, and the frequency of disinfection will be increased in key areas. Do a good job in ventilation, sanitation and cleaning in closed places to maintain a good sanitary environment. Strengthen dining hygiene management, and adopt separate meals and staggered meals in canteens to reduce the gathering of people. To ensure epidemic prevention materials, construction sites must be equipped with thermometers, thermometers, protective masks, disinfectants, detergents and other epidemic prevention materials; set up special collection boxes for waste masks to recycle and centrally deal with epidemic prevention materials such as waste masks.
Third, the main responsibility is implemented in place. Fully implement the main responsibilities of epidemic prevention and control at construction sites of construction sites such as construction, construction, supervision, etc., formulate emergency plans, clarify prevention and control measures, and do their best to prevent and control the epidemic.
After the construction unit and the supervision unit have achieved the "three in place", they will jointly submit a written application to the construction administrative department where the project is located. The construction administrative department of counties, cities, districts (functional areas) will verify the conditions for resumption of work on the construction site one by one, and the construction can be constructed after meeting the prevention and control requirements.
7. What measures has our city taken to supply daily necessities? What is the current supply situation?
Director of the Municipal Bureau of Commerce Wang Zhixiang: The Municipal Bureau of Commerce actively organizes and coordinates commercial and distribution enterprises to prepare supply, and makes every effort to ensure supply, ensuring that the supply of daily necessities in the city is not out of stock or continuous. 24 enterprises in the city were identified as key large shopping malls and supermarkets and key commercial distribution enterprises for daily necessities, and established a daily dispatching system for emergency material reserves, and included 5 types of agricultural products (grain, edible oil, pork, eggs, vegetables), 3 types of convenience foods (instant noodles, ham sausages, bottled water) and 2 types of sanitary protective supplies (masks, disinfectants) in the dispatch and monitoring scope, and timely grasp the material reserves of relevant enterprises in the city to ensure that they can be accurately identified, adjusted and used. According to the monitoring situation, as of 12 noon on February 8, 24 key enterprises in the city had stored 2,218 tons of grain, 818.17 tons of edible oil, 416.18 tons of pork, 39.37 tons of eggs, 301.7 tons of vegetables, 440,100 bags of instant noodles, 882,300 ham sausages, 230,000 bottles of water, and 22,200 bottles of disinfectant. The inventory is relatively sufficient and the market supply is guaranteed.
In response to the relatively strict traffic control during the epidemic, we have opened up the circulation links to ensure the supply of materials. We have issued a ""Fight the Epidemic and Keep Smooth" Pass" to vehicles that are responsible for transporting fresh agricultural products such as poultry, meat, eggs and milk and residents' daily necessities during the epidemic, and established a "green channel" to ensure the supply of materials. As of February 8, 908 passes have been issued in the city.
8. What measures has our city taken to prevent and control the epidemic in shopping malls and supermarkets?
Director of the Municipal Bureau of Commerce Wang Zhixiang: We have taken five main measures: First, for all people shopping in supermarkets, special people will be arranged to measure their body temperature in each import. Once a person with a temperature exceeding 37.2 degrees is found, he will immediately take measures to persuade him to leave. Second, for supermarket staff, special personnel are arranged to take temperature measurements before going to work. For staff with high body temperature, take measures to persuade them to leave and wait until their body temperature returns to normal before going to work. Third, 24 designated large supermarkets are regularly disinfected and disinfected to ensure that the air in the business area is clean and hygienic. Fourth, set up audio equipment in prominent locations in supermarkets and business premises to play common sense about epidemic prevention and control in a loop, and remind consumers to shop in stores to enhance their awareness of prevention and control. Fifth, for all delivery personnel and vehicles in supermarkets, the delivery personnel will first measure their body temperature, and all vehicles will be disinfected first and then unloaded.
9. What measures have the market supervision departments taken to ensure supply and price stability of protective supplies such as masks and disinfectants?
Director of the Municipal Market Supervision Administration Zhang Jingzhou: In this regard, we mainly take three measures to ensure supply and stabilize prices: First, crack down on illegal activities seriously. We have zero tolerance for illegal and irregular behaviors, held a reminder and warning meeting for the market order of epidemic prevention supplies, and issued more than 10,000 copies of the "Reminder and Warning Letter for Prices of Epidemic Prevention and Control Commodity" in total. We have increased the intensity of law enforcement inspections, implemented "dragnet-style" inspections on enterprises operating epidemic prevention supplies such as shopping malls and pharmacies, and organized special law enforcement actions to crack down on price gouging. As of noon on February 8, a total of 7,975 production and operation units of epidemic prevention supplies were inspected, 316 were interviewed, and 18 price violation cases and 4 drug and equipment cases were filed and investigated. The second is to deal with consumer complaints quickly. Judging from the complaint situation, recent complaints and reports by the public are mainly concentrated in the prices and quality of masks, medicines, disinfection and sterilization supplies. For these complaints and reports, the market supervision department shall implement quick verification, quick processing, and quick response. From January 23 to noon from February 8, a total of 1,576 complaints and reports involving epidemic prevention and control have been accepted and dealt with, with a settlement rate of 96.06%. Those who have not completed the settlement are urging the market supervision departments in the jurisdiction to handle the matter as soon as possible. According to the analysis of complaints and reports, the number of complaints on the price of masks has dropped from more than 100 pieces per day to more than 40 pieces, and the market order has gradually stabilized. The third is to provide better services to production enterprises. We insist on special handling, and provide first-hand services to manufacturers of protective items such as masks, 84 disinfectant, disposable isolation clothing, etc., actively coordinate with the Provincial Market Supervision Bureau, simplify the registration materials, and handle the missing items. We have successively helped Shandong Ao Garment Co., Ltd. and Feicheng Kunyu Garment Co., Ltd. to handle the first-class medical device registration certificate and production registration certificate for disposable isolation clothing, and Nissan disposable isolation clothing 3,000-4,000 sets of disposable isolation clothing; obtained the emergency approval approval for medical masks for Tai'an Hengyuanlin Packaging Technology Co., Ltd., and accompanied the company to the Provincial Medical Device Product Quality Inspection Center to coordinate product sample delivery inspection; strive for the support of the China Item Coding Center, and handled the manufacturer identification code (EAN code) of 84 disinfectant for Taishan Salt Chemical Branch, effectively ensuring the production of epidemic prevention materials.
10. What measures does our city have in maintaining the order of farmers' markets and large supermarkets?
Director of the Municipal Market Supervision Administration: In this regard, the Municipal Market Supervision Bureau has mainly focused on three aspects of work: First, ensure supply. All farmers' markets and large supermarkets in the city are required to operate normally. In response to the phenomenon of some farmers' markets being closed without authorization, on February 3, the Municipal Epidemic Response Leading Group issued the "Notice on Doing a Good Job in Orderly Supply of Farmers' Markets During the Epidemic Prevention and Control Period", requiring all farmers' markets (excluding rural large markets) to implement a closed market approval system, and all farmers' markets that are closed by themselves will resume business from now on. Anyone who closures the farmers' market without authorization and causes serious consequences will be strictly held accountable in accordance with relevant regulations. As of noon on February 8, 70 farmers' markets in the city were closed except for some of them due to epidemic prevention and control needs, and 63 were normally open, accounting for 90% of the city's total. The second is to maintain stability. The Municipal Market Supervision Bureau established 11 supervision groups to go to various grids for supervision and inspection, summoned the heads of farmers' markets and large supermarkets, and issued a "Reminder and Warning Letter for Maintaining Market Price Order", and severely investigated and punished price gouging, false propaganda, counterfeit and shoddy behaviors. At present, the city’s farmers’ markets and large supermarkets have sufficient supplies and prices are basically stable. The third is to protect prevention and control. The transaction and slaughter of live poultry and wild animals is completely prohibited, 157 live poultry trading areas are closed, 196 live poultry slaughter sites are closed, and 8 households selling white-striped poultry and poultry meat products that have not been quarantined or have failed quarantine. Strictly implement systems such as certificate and invoice requests, purchase and sales ledgers, and clear price tags to sell products that meet food safety standards. All farmers' markets and large supermarkets have implemented the system of the first person responsible for the establishment, strictly implemented temperature testing, wearing masks, disinfection and cleaning, and implemented "contactless delivery" in takeaway merchants across the city and some large supermarkets in Taicheng to minimize the chance of "human transmission".
