In order to further strengthen the management of reservoir immigration funds and improve the efficiency of fund use, the Reservoir Immigration Department of the Ministry of Water Resources sent an expert team to Liucheng County, Liuzhou City on August 22 to carry out the on-site review of the performance evaluation of the Central Reservoir Immigration Support Fund in 2021 (Liucheng County representative to Guangxi welcome the inspection). Liu Wenfeng, Minister of Statistics and Finance Department of the Autonomous Region Ecological Immigration Development Center, Huang Peng, Level 4, Researcher of the Later Support Department, and Ma Zhaohui, Deputy Director of Liuzhou Water Resources Bureau, accompanied the review.
It is reported that Liucheng County received 33.2448 million yuan of the Central Reservoir Immigration Support Fund in 2021, of which 25.75 million yuan was used to implement 13 projects, including 6 infrastructure projects and 7 whole village improvement projects. As of August 23, 2022, 11 of the 13 start-up projects have been completed, and the remaining two projects with large investment will be completed in the near future.
Expert Group focuses on reviewing the actual completion of performance self-evaluation materials in Liucheng County, the social and ecological benefits of performance output, capital expenditure and project archive management, etc., and has an in-depth understanding of the implementation of Guangxi reservoir immigration policy and the current status of reservoir immigration work in Liuzhou City from the aspects of institutional staffing, system construction, the direction of the 14th Five-Year Plan, and various archival materials.
Expert Group pointed out that since 2021, the construction of the post-stage support project for reservoir immigration in Liucheng County has been steadily promoted, the production and living standards of immigrants have been improved, and the later support policies have achieved remarkable results, but the preliminary work has taken a long time and the low fund payment rate cannot be ignored.
In response to the feedback and suggestions of the expert group of the Ministry of Water Resources, in the next step, the Liuzhou Water Resources (Reservoir Immigration) Bureau will implement rectification based on actual conditions, urge county-level reservoir immigration agencies to accelerate project construction, coordinate with the financial department to increase fund payment, and effectively improve the efficiency of central funds use.
