It is understood that Zhang Qingcheng joined DRC in 1993. From 1994 to 2003, Zhang Qingcheng served as vice chairman and chairman of the Deyang Science and Technology Association; from 1998 to 2013, Zhang Qingcheng served as member of National Committee of the Chinese People's Political Consultative Conference and member of the Standing Committee of the Sichuan Provincial Committee of the Chinese People's Political Consultative Conference; in 2002, the Sichuan Provincial Committee of the China Democratic League was appointed as the deputy chairman of the resident until retirement.

As an old party member of the Democratic League, Zhang Qingcheng believes that when participating in politics and policy-making, members of the democratic party must first support the multi-party cooperation and political consultation system led by the Communist Party of China. During his tenure at the Deyang Science and Technology Association, Zhang Qingcheng paid great attention to the modernization of local agriculture, rural areas and farmers. Zhang Qingcheng believes that the most important thing in the modernization of agriculture, rural areas and farmers is "human modernization." During his tenure at the Sichuan Provincial Committee of the China Democratic League, Zhang Qingcheng received Taiwanese compatriots from mainland China many times. "You are in Taiwan, we are in the mainland, but we are a ancestor and a country." When communicating with military officers from Taiwan, Zhang Qingcheng would always say this. According to Zhang Qingcheng's recollection, he also received Zhang Yuexuan, who was the chief guard of Chiang Kai-shek. Zhang Yuexuan was over 90 years old when he came to the mainland. He admired the rapid development of the mainland very much. "He said something at that time: 'This is one of the rare development speed in the world, giving the Chinese a face.'" Zhang Qingcheng said that as descendants of the Chinese nation, everyone's national emotions are common.
After retirement, the descendants of this famous anti-Japanese general often participated in commemorative activities about General Zhang Zizhong to search for the footprints of the War of Resistance against Japan that year.At Zhang Qingcheng's home, a black and white portrait of General Zhang Zizhong is placed in the center of the piano roof in the living room. General Zhang Zizhong's eyes are firm. General Zhang Zizhong died in 1940, and Zhang Qingcheng was born in 1946. Although he had never met him, Zhang Qingcheng was very familiar with the deeds of his grandfather General Zhang Zizhong.
