This batch of new measures mainly include:
First, it is to facilitate the processing of certificates for mainland residents who go abroad to study and settle down. During the epidemic, overseas students apply for an early replacement of passports, and the requirements for expiration of the validity period are relaxed from half a year to two years. If a mainland resident applies to settle in Hong Kong, and his Hong Kong relatives are inconvenient to return to the mainland for accompanying him to submit the application due to the epidemic, the applicant can apply separately, and his Hong Kong relatives can be questioned through online video.
The second is to optimize the procedures for Chinese citizens who are traveling abroad to apply for documents. During the epidemic, if a Hong Kong and Macao residents who are abroad need to renew or reissue the Hong Kong and Macao residents' pass to the mainland, they can entrust their relatives and friends in Hong Kong or Macao to submit applications to Hong Kong Chinese Travel Agency and Macau Chinese Travel Agency. If the mainland residents who have been living in Taiwan for a long time who have been living in Taiwan for less than 6 months' validity period or whose documents are expired, lost or damaged, they may entrust their relatives and friends to submit a replacement or reissue application to the issuing authority for the original document issuing authority. If the passes for Hong Kong and Macau traveling to Hong Kong and Macao that are held by mainland residents who visit Hong Kong have expired, lost or damaged, and if they apply for an entry and exit pass and return to the mainland, the time for approval and issuance of the certificate will be shortened to 3 working days.
The third is to broaden the scope of online appointment and certificate application services. Foreigners in China can make an appointment to apply for certificates and pre-filling application materials from the entry and exit management department of the public security organs online to further improve acceptance efficiency and reduce gatherings and waiting.
Fourth, improve the management of foreigners who have been living in China for a long time. Strengthen information sharing and reengineering processes with relevant departments, and promote the "one-stop service and parallel approval" of work permits and residence permits for introduction of talents. Foreign talents with work residence permits in China receive continuing education without undergoing residence permit changes.
Fifth, immigration management agencies at all levels should base themselves on reality, take the initiative, and take measures to continue to deepen the reform of immigration management services, and provide convenience for domestic enterprises to go global, customs clearance of goods, and open up international markets. When Chinese and foreign inbound personnel handle relevant matters according to the arrangements of the above new measures, they shall submit necessary materials and perform corresponding procedures in accordance with the law.
Relevant person in charge of the National Immigration Administration said that the new measures introduced to facilitate and benefit the people are practical actions to deepen the "I do practical things for the people" practical activity. The State Immigration Administration requires all localities to implement all relevant measures by the end of December 2021.
