According to reports, the current grain planting area in Sanya City exceeds 100,000 mu, and the annual production task has been completed. The "Nine Measures to Assist Farmers" proposes that those who plant grain crops will be given a seed and agricultural fee subsidy of 120 yuan per mu, and those who are concentrated in a row of more than 20 mu will be given a production, farming and harvesting service subsidy of 50 yuan per mu will be given, and farmers will fully support grain cultivation.
"Nine Measures to Help Farmers" encourages the planting of "new, unique and excellent" first and efficient tropical fruits, concentrated continuous planting of more than 50 mu, and a new variety promotion subsidy of 3,000 yuan per mu is given, and a subsidy of 150,000 yuan per mu is given. If the annual promotion area of one or more new varieties exceeds more than 1,000 mu and the total fixed assets raised by the enterprise exceed 5 million yuan, a reward of no more than 5 million yuan will be given at 30% of the investment amount.
At present, fishing in Sanya City is not open for the time being. The "Nine Measures to Assist Farmers" require that all projects should be supplemented for the construction of deep-water wind and wave cages; fishery aquaculture enterprises should be given a one-month subsidy for biological feed prices at 200 yuan/ton; for marine fishing fishing boats included in the Chinese fishery administration system, additional fishery resource maintenance subsidies will be issued at a standard of 60 yuan/day before starting fishing.
Sanya promotes annual vegetable price index insurance to protect the rights and interests of growers. The "Nine Measures to Assist Farmers" implements the annual vegetable assessment reward mechanism and will issue 5 million yuan in reward funds.
Winter melons and vegetables are an important source of income for farmers in Sanya. The "Nine Measures to Help Farmers" encourage farmers to plant winter melons and vegetables, and subsidies are given according to the standards of 200 yuan per mu for the first crop and 300 yuan per mu for the second crop. According to reports, Sanya City plans to plant 170,000 mu of melons and vegetables this winter and next spring, and the cultivated area has been completed to reach 53,000 mu, and nearly 10,000 mu of planting. It is expected that this winter melons and vegetables will be launched before November 15, earlier than in previous years.
In terms of stable production and supply of live pigs, Sanya can slaughter 100,000 live pigs by the end of the year. For the production and operation entities that introduce and purchase pig seedlings with pigs that meet the conditions, the "Nine Measures to Assist Farmers" require that all the necessary supplements be made up.
"Nine Measures to Help Farmers" supports the development of agricultural social services. Professional and socialized services will be provided for late rice mechanized tillage, machine species and pest control, winter melon and vegetable preparation, etc. On the basis of the subsidy of 15 yuan per mu by Hainan Provincial Finance, the municipal finance will provide a 1:1 supporting subsidy.
For those who have been employed by relatively stable laborers, monitored targets or rural low-income families, and sign a labor contract for or labor agreement for more than one year (including 1 year) with them, according to the "Nine Measures for Assisting Farmers", Sanya will give a one-time provincial employment subsidy of 4,000 yuan per person.
In terms of financial benefits for farmers, currently, the four agricultural commercial banks in Sanya have issued a total of 436 agricultural loans, with a total amount of 54.695 million yuan. The "Nine Measures to Help Farmers" promote interest subsidies for farmers' micro-loans, and the interest subsidies for farmers' micro-loans due from August to December 2022 and newly-incurred micro-loans for farmers' micro-loans due from August to December 2022 shall not be less than 6%.
