It is understood that the fire-catching factory is a legally registered and operated metal parts grinding factory, mainly supplied to Taichung Industrial Zone manufacturers. In 2014, it legally applied for the establishment of a labor bureau to submit a verification, but the factory building did not request a license from the Duda Bureau, which is an illegal factory, so it was not included in the firing application for fire maintenance and fire security inspection. The factory employs about 10 Taiwanese and foreign employees, and some of them live in the dormitory. The three Vietnamese workers who died were legally migrant workers, namely 24-year-old Li, 25-year-old Deng and Ruan.

Fire Department stated that the fire factory was a tin chain building on the second floor. When the firefighters arrived, the fire had caught fire on the second floor.
