It is understood that the fire-catching factory is a legally registered and operated metal parts grinding factory, mainly supplied to Taichung Industrial Zone manufacturers. In 2014, it legally applied for the establishment of a labor bureau to submit a verification, but the factory building did not request a license from the Duda Bureau, which is an illegal factory, so it was not included in the firing application for fire maintenance and fire security inspection. The factory employs about 10 Taiwanese and foreign employees, and some of them live in the dormitory. The three Vietnamese workers who died were legally migrant workers, namely 24-year-old Li, 25-year-old Deng and Ruan.

It is understood that the first floor is the factory building and the residence of the operator. The second floor where the fire is a migrant dormitory, which has a living room and 3 bedrooms. There is no kitchen for cooking on the second floor. The migrant workers occasionally smoke in the living room. Because the windows of the dormitory on the second floor are suspected to be equipped with anti-theft iron windows and nailed to death, it is difficult for firefighters to use tools to break the windows to rescue people immediately.
Fire Department stated that the fire factory was a tin chain building on the second floor. When the firefighters arrived, the fire had caught fire on the second floor. They urgently deployed the water line to rescue and searched and rescued. When three migrant workers were found on the second floor, all three had died obviously and were not sent to the hospital.
Fire Department staff pointed out that the factory's combustion area is about 60 square meters, and the cause of the fire is being investigated by relevant units. Taichung City Fire Department emphasized that a fire in the migrant dormitory occurred in Qingshui District at the end of January this year, causing the migrant worker to be injured. The Labor Bureau and the Fire Department have jointly inspected the manufacturers of migrant dormitory, but because the number is as many as thousands, unfortunately, before the factory is checked, the factory has been checked.
Labor Bureau Director Wu Weizhi said that it was preliminary to understand that the three migrant workers were all Vietnamese and were legally introduced by the factory. However, the Labor Bureau will confirm to the factory and the intermediary company that the families of the three migrant workers can receive death payments in accordance with the "Labor Major Law" job disaster, and all rights are compared with the Taiwan labor pension, but if illegally employed, the owner may be fined up to RMB 700,000 (NT$).
