In order to further strengthen the detention and care force of Tongliao City and the police force of the Municipal Public Security Bureau, in accordance with the " Supervision Law of the People's Republic of China " and "Regulations on Police Auxiliary Personnel of the Inner Mongolia Autonomous Region Public Security Organs" and other relevant regulations, it decided to publicly recruit police auxiliary personnel (hereinafter referred to as "auxiliary police") from the public. In order to ensure the smooth implementation of public recruitment work, this brochure was specially formulated.
1. Recruitment positions and number of people
Tongliao Municipal Commission for Discipline Inspection and Supervision held 200 nursing staff at the detention and care site, including 150 males and 50 females, who were full-time engaged in detention and care work. 70 auxiliary police officers from Tongliao Municipal Public Security Bureau. 2. Recruitment objects and conditions
(I) Applicants should meet the following conditions:
1. Has nationality of the People's Republic of China;
2. Support the leadership of the Communist Party of China and abide by the Constitution, laws, regulations and social morality;
3. Has the nationally recognized conditions such as education, majors, skills that meet the requirements of recruitment positions (see the "Recruitment Position Table" for specific conditions);

8. Other conditions for the recruitment position are met.
Under the same conditions, priority will be given to hiring martyrs, spouses and children of people's police officers who died in the line of duty, retired soldiers of , brave people, graduates of police or political and legal colleges, and other circumstances stipulated by the state and autonomous region to give priority to hiring.
(II) The following personnel are not allowed to apply for the exam:
1. Active duty military personnel;
2. full-time general college junior college students, undergraduates, and graduate students (excluding fresh graduates who graduated before the end of July 2022);
3. Staff and civil servants (public personnel) of public institutions during the probation period and under the minimum service period; targeted recruitment of trained civil servants and recruitment personnel who have not reached the minimum service period;

5. I or my family members or major social relations persons participate in illegal organizations, cult organizations or engage in other activities that endanger national security;
6. I am serving sentences or under investigation;
7. I am fabricating or distributing remarks or information that damages the reputation of the country, opposing the party's theories, lines, principles and policies, and violating national laws and regulations;
8. I have been criminally punished for crimes or have been suspected of crimes but have not yet closed;
9. I have been administratively detained by . jail detained;
10. Exited from public office, expelled from military service, or dismissed for violations of discipline and regulations; expelled from the Communist Party of China;
11. He has resigned without authorization before the contract expires;
12. He is listed as a joint punishment target for dishonest debt in accordance with the law;
13. He is punished for drug use, prostitution, and gambling;
14. He has been revoked for lawyers and notary professional certificates ;
15. He is not suitable for engaging in police auxiliary work.
3. Recruitment procedures
This recruitment work is carried out in accordance with the "Regulations on Police Auxiliary Personnel of the Public Security Organs of the Inner Mongolia Autonomous Region" and in accordance with the recruitment procedures of public staff . All matters in this recruitment work are published on the Tongliao Municipal People's Government Portal (http://www.tongliao.gov.cn) and the Tongliao Municipal Personnel Examination Information Network (http://www.tlpta.com) (the recruitment time will be adjusted according to the epidemic prevention and control needs of the country, autonomous region and Tongliao City). Please pay attention in time.
(I) Registration
1. Registration method:

2. Registration time:
March 29, 2022 9:00 -- April 2 17:00.
3. Registration requirements:
(1) Applicants must use computers to register and cannot use mobile devices to register. Otherwise, if the registration is not completed, they will be responsible for their own responsibility. Each person is limited to one position to register. Use the second-generation ID card within the valid period to register. Once the registration information is submitted, it cannot be changed;
(2) The applicant registers online as required and uploads his recent front-facing digital color photo (requires jpg format, size below 30kb. Candidates can click "Register Photo Processing Tool" below the uploaded photo page to download the software, and upload photos after processing through the software). The registration serial number is an important basis for applicants to confirm whether they have successfully registered, print their admission tickets and check their grades. Please remember their registration serial number;
(3) When filling out their personal resume, applicants must complete their study experience of high school (technical secondary school), college, undergraduate and graduate students (fill in the start and end of school, university and major); they must complete their work experience (fill in the start and end of work, work unit, main work they are engaged in). The time cannot be disconnected or vacant. If they fail to fill in as required, they will not be reviewed and approved;
(4) If applicants affect their registration, examination or employment qualifications due to the incorrect, inaccurate and incomplete materials submitted, they shall be responsible for their own responsibility. For those who deliberately conceal personal information, malicious registration information, or disrupt registration order, the registration qualification will be cancelled after verification and will be recorded in the personal integrity file.
The number of people who have registered for some positions this time does not reach the proportion of examinations or no one applies for the examination will be reduced or cancelled. The positions that have been reduced or cancelled will be adjusted to other positions (the positions of civil servants of the agency 1, 2, 3, 4, 5, and 7 will be adjusted to the positions of civil servants of the agency 6; the positions of civil servants of the agency 1, 2, 4 will be adjusted to the positions of civil servants of the agency 3; the positions of detention and care of the auxiliary police of the nursing service of the auxiliary police of the nursing service of the 1st and care of the nursing service of the auxiliary police of the detention and care of the auxiliary police of the nursing service of the 2nd). (II) Preliminary qualification review
1. The preliminary qualification review is conducted online, from March 29, 2022 to 17:00 on April 6; the payment time is from March 29, 2022 to 17:00 on April 7.
2. After the applicant passes the initial qualification review, he/she should pay the registration fee of 70 yuan (the registration fee is 20 yuan, and the written examination fee is 50 yuan) through online banking, WeChat, Alipay , etc. Those who fail to go through the online payment procedures within the deadline will be deemed to be automatically waived. Except for force majeure factors, the application fee for those who do not take the exam will not be refunded. After the payment is successful, log in to the registration website in time to print the "Registration Form" (in duplicate).
3. Fresh graduates of full-time general colleges and universities in 2022 are exempt from the application fee; full-time general college graduates in 2021 are exempt from half. Applicants who meet the exemption requirements must upload their graduation certificates when registering (the scanned copy of the academic certificate stamped by the official seals of the college (department) and the Academic Affairs Office (graduate school, department)) must be uploaded).
4. Applicants who have registered poor families in rural and pastoral areas and those who enjoy minimum living security in urban areas are exempt from the application fee. Applicants who meet the requirements for exemption must upload the supporting documents or documents issued by their town (street) (upload the corresponding free-to-free materials in the "Upload attachment" option on the left side of the registration system).
5. Applicants whose application position has been cancelled but have completed the payment will automatically refund the application fee. Candidates who have successfully paid the fee, please keep the payment order number properly.
Tongliao Municipal Personnel Examination Center will announce the number of applicants for each position on the registration website from the second day of registration to the registration deadline after 10:00 every day, and provide reference for the recruited personnel (please apply for the candidates to register as soon as possible after selecting a position to prevent network congestion in the later period of registration and affecting registration).
(III) Written test
1. The ratio of the written test to start is not less than 3:1 (the ratio of the number of applicants to the number of recruited places), and the written test time is 120 minutes.
2. The written test time will be issued separately on the registration website according to the epidemic prevention and control requirements. Please log in to the registration website in time to print the "Admission Ticket".
3. The written test content "Comprehensive Basic Knowledge" mainly tests the knowledge level and basic abilities that applicants should have to adapt to their positions. The written test content includes public basic knowledge, public security basic knowledge and other related content. The full score for the paper is 100 points, and the written test scores are retained for two decimal places (rounded).
4. The written test papers for Mongolian and Han comprehension positions, national common language and Mongolian comprehension test papers each account for 50%, and the corresponding texts are answered respectively; if the national common language and script papers are provided for non-Mongol and Han comprehension positions, the national common language and script must be answered in the national common language and script.
5. Applicants must bring their valid resident ID card (or social security card , original passport) and admission ticket when taking the written test.
6. After the written test is over, the candidates who enter the qualification review will be determined according to the order of the high to low written test scores and the ratio of 3:1 (the ratio of the number of applicants to the number of recruited places). If the last score is tied, the corresponding link will be entered at the same time.
(IV) Qualification review
1. Applicants who enter the scope of qualification review must submit the following materials:

(2) Original and copy of valid resident ID card;

(5) If the applicant is a staff member of the agency or public institution, he or she must provide supporting documents for the unit to agree to the application. If you belong to an enterprise employee and are within the labor contract period, you must provide proof of your company's approval to apply for the exam;
(6) Applicants in the position of the service auxiliary police in the agency and the position of the detention and care auxiliary police in the agency must provide proof of identity information of retired soldiers (issued by the Veterans Affairs Bureau of the Place of Receiving House), original and copy of the retirement certificate;
(7) Applicants in the position of the service auxiliary police in the agency must provide valid original and copy of the driver's license;

2. Qualification review will focus on reviewing whether the information filled in by the applicant is true and accurate. If the information filled in does not match the certificate you hold, does not meet the application requirements of the job requirements, and commits fraud, the examination qualification will be cancelled and the application fee will not be refunded.
3. For positions with vacancies after the qualification review, the number of positions will be replaced in order of written test scores from high to low (the same score will be replaced).
4. Only those who pass the qualification review can enter the physical fitness test stage. If the ratio of the number of applicants to the number of recruited places is less than 3:1, the actual number of candidates will enter the physical fitness test stage.
(V) Physical fitness test
1. Applicants must bring the original valid resident ID card (or the original social security card or passport) to participate in the physical fitness test. Physical fitness tests are conducted in accordance with the "Physical fitness test items and standards for the recruitment of people's police in public security organs (Interim)" and the "People's Police in Public Security Organs' Physical Exercise Standards".
(1) Men's group events and standards: 10m × 4 round-trip running, qualified standard ≤14″3; standing long jump , qualified standard ≥209 cm; 1000m running, qualified standard ≤4′50″;
(2) Women's group events and standards: 10m × 4 round-trip running, qualified standard ≤15″3; Standing long jump, qualified standard ≥146 cm; 800m running, qualified standard ≤4′45″;
(3) Three chances of standing long jump and 10m × 4 round-trip running. Any physical fitness test that fails to meet the standards or fails to participate in the physical fitness test shall be deemed to be a failure in the physical fitness test.Vacant positions will be replaced in order of written test scores from high to low, and will be replaced in equal order of qualification review and physical fitness test;
(4) Applicants who pass the physical fitness test will enter the interview process.
2. Physical fitness test is a vigorous exercise. Those who cannot persist in physical fitness tests due to personal physical and other reasons, suffer from heart disease, hypertension, , liver abnormalities, and applicants who are not suitable for strenuous exercise during pregnancy should choose carefully to ensure their own safety. (VI) Interview
1. The interview is conducted according to the position requirements by structured interview . The interview score is 100 points, and the two decimal places are retained (rounded) and announced on the spot. If a position with a large number of people cannot be interviewed in an interview group, the lottery will be organized in advance and sorted according to the overall interview scores. Each interview group will not be sorted separately.
2. Applicants who fail to report to the designated place for the interview with their valid resident ID card (or original social security card or passport) will be deemed to automatically waive the interview qualification.
3. The interview must be answered in the national common language.
4. If the number of people participating in the on-site interview is equal to or less than the actual recruitment plan for the position, the interview score must not be less than 60 points before entering the next stage.

5. The candidates entered the physical examination scope according to the order of the total scores of the applicant positions and the applicants from high to low and a ratio of 1:1. If the last total score of the person who enters the physical examination range in the same position is tied, those with the highest written test score will enter the physical examination.
(VII) The physical examination
physical examination fee shall be borne by the candidates themselves. The physical examination standards shall be implemented in accordance with the "General Physical Examination Standards for Civil Servant Recruitment (Trial)" and "Special Physical Examination Standards for Civil Servant Recruitment (Trial)". Those who fail the physical examination, commit fraud or conceal the true situation during the physical examination shall be disqualified. If the candidate fails the physical examination or is disqualified, the vacant positions will be replaced in the order of the total examination score from high to low.
(eight) Inspection

If the applicant fails to pass the political review of the examination, the employment qualification will be disqualified. If there are vacant positions due to failure in the examination, the total scores of the exam will be replaced in equal order in order from high to low.
(9) Public announcement
determines the personnel to be hired based on the total score and physical fitness test, physical examination and inspection results, and publicizes them online. The announcement period is 5 working days. During the public announcement period, if there are any problems that affect employment and are verified to be true, the employment qualification will be disqualified. If there are vacant positions during the public announcement period, the total examination scores will be filled in equal order in order from high to low.
(10) Sign a labor contract
1. If the personnel to be hired have no objection after public announcement, the Tongliao Municipal Public Security Bureau will sign the labor contract with the applicants in accordance with the relevant provisions of " Labor Law of the People's Republic of China ", " Labor Contract Law of the People's Republic of China " and "Regulations on Police Auxiliary Personnel of the Inner Mongolia Autonomous Region Public Security Organs".
2. Those who fail to complete the employment procedures or work within the specified time shall be deemed to be automatically waived, and the employment qualification will be disqualified, and the total examination scores shall be replaced in equal order in order from high to low.
candidates who are recruited as civil servants (including those participating in public units) or are recruited by public institutions (according to the registration documents of employment) or are admitted to full-time college (reported to register), and who fail to obtain a graduation certificate and degree certificate as scheduled before completing the employment procedures will be disqualified and will be replaced in the order of the total examination scores from high to low.
4. Salary benefits
