Recently, the State Council approved the opening of the Guangxi Shuolong Highway Port, agreeing to the opening of the Guangxi Shuolong Highway Port located on the border between China and Vietnam . The nature of the port is a bilateral, year-round open highway passenger and freight transport port. After the Shuolong Highway Port is opened to the public, the customs business will be undertaken by the existing Shuolong Customs; it will agree to establish a regiment-level border inspection agency and a department-level entry and exit inspection and quarantine agency, and verify the staffing of border inspection (active system), entry and exit inspection and quarantine and other inspection personnel, all of which will be adjusted internally by the inspection department system. If the port inspector needs to build business premises, the local government shall apply for the project approval procedures according to personnel preparation and construction standards, and the National Development and Reform Commission shall provide investment subsidies according to regulations. The insufficient part and the start-up fee will be solved by the local government. The inspection unit's business instruments and vehicles shall be solved by their respective competent departments. Before the Shuolong Highway Port is opened to the public, the General Administration of Customs will organize relevant departments to conduct acceptance, and pass the acceptance and then officially open after foreign exchange of documents between China and Vietnam. Based on the development of the Detian Cross-border Waterfall Scenic Area, the Shuolong Highway Port has been built into a port integrating transnational tourism, border trade and cultural exchanges in accordance with the development plan of "one port and three channels". It will further optimize the layout of Guangxi port, enhance the traffic capacity of port opening, realize direct and effective docking with the Vietnam Liban Port, form a new pattern of "seamless docking" between the China-Vietnam border, and enhance the development potential of the China-Vietnam Detian Banyue Cross-border Cooperation Zone, the China-Vietnam Cross-border Shopping Street, and the Yanying Border and People's Trade Trade Points, so that the highway port can play a greater role in building Guangxi's expansion and deepening of open cooperation with ASEAN and the overall pattern of "Belt and Road" construction.
