All-China Federation of Trade Unions is responsible for the unified management of subsidy funds.
The scope of subsidy funds includes:
Model workers' living difficulties subsidy, special difficulties assistance, Spring Festival condolences, recuperation and health examination subsidies, as well as other expenditures approved by the Ministry of Finance.

Distribution objects and uses of funds
Distribution objects of living difficulties subsidies are national model workers and advanced workers (hereinafter referred to as national model workers):
(Monthly) average monthly income is lower than that of provinces (autonomous regions and municipalities) The monthly subsidy standard line for working models approved by the Federation of Trade Unions;

(II) If the child suffers from serious illness, unemployment, etc., it causes family life difficulties;
(III) If the family life difficulties are caused by accidental disasters;
If the spouse of a deceased model worker in the country has no fixed income and has particularly difficult living conditions, it can be listed as the distributor at the discretion of the subject.

subsidy standard for living difficulties subsidy is approved once a year.
National monthly subsidy standard for model workers' living difficulties is 1.1 to 1.2 times the average monthly salary and average monthly pension of employees in the previous year issued by local government departments. The monthly subsidy is the difference between the average monthly income of model workers and the standard monthly subsidy line.
If a farmer model worker is over 60 years old, a female is over 55 years old, and has no fixed income or has lost the ability to work, the subsidy standard is no less than 800 yuan per month.
Monthly average income refers to the sum of the total income of national model workers in a certain period of time (usually in one year as the unit of calculation).
All income includes:
(I) Salary (referring to wages to be paid), bonuses, allowances, subsidies and other labor income;
(II) Retirement or pension and other social insurance ;
(III) Retirement or pension and other social insurance ;

(IV) Income obtained from renting or selling family assets;

Health examination fee subsidy standard is 600-1,000 yuan per person . The specific amount is determined by the Federation of Trade Unions of each province (autonomous region, municipality) based on local medical prices and actual conditions of physical examination items.

After step-by-step review, the provincial (autonomous region, municipality) Federation of Trade Unions summarizes the proposed subsidies for various types of funds before October 31 each year and reports it to the Ministry of Economic and Technical of the All-China Federation of Trade Unions.
Application proof materials:
The income certificate of the person and his family, medical expense documents, diagnosis certificate of the condition, children's schooling certificate, and identification report of emergencies (such as accidents or disasters).
