Citizens walking their dogs, however, some citizens do not have the habit of keeping their dogs on leashes.
At about 3 o'clock yesterday afternoon, the reporter came to the scene and saw a middle-aged woman carrying three dogs, walking slowly on the sidewalk of Madang Road near Xingye Road and Zizhong Road. However, none of the three dogs were on leashes. The woman not only fed the dogs snacks from time to time, but also let them run around on the sidewalk.
The reporter checked the relevant provisions of the "2020 Shanghai Dog Breeding Management Regulations Revised" (hereinafter referred to as the "Dog Breeding Regulations") and found that the woman violated many regulations. Among them, Article 12 clearly stipulates: Individuals raising dogs in urbanized areas are limited to one per household; Article 22 of the Regulations stipulates that when dog owners go out with their dogs: (1) Tag the dogs (2) Wear a leash for dogs. The length of the leash must not exceed two meters. Consciously tighten the leash in crowded situations; (3) Wear muzzles for large dogs. But this middle-aged woman did neither.
"I am not opposed to raising dogs, but we must raise dogs in a civilized manner and on the principle of not affecting others." Ms. Qiu told reporters that dog owners must abide by relevant regulations and raise dogs in a good manner. "There is nothing wrong with the 'furry kids', the fault lies with their owners. I hope that more citizens can keep their dogs on leashes and raise dogs in a civilized way."
