Currently, the Super Visa allows parents and grandparents of Canadians to visit for two consecutive years without renewing their status. The visa itself allows them to enter Canada multiple times within 10 years. Like the Parent and Grandparent Program, it requires Canadian children or grandchildren to meet minimum income requirements set by the government. It also requires parents and grandparents to purchase health insurance with a Canadian company.

Seeback is a member of the Conservative Party and sits on the Citizenship and Immigration Standing Committee. His new bill, codenamed C-242, calls on the federal government to make three major changes to the super visa.

The first modification: Parents and grandparents can stay in Canada for up to 5 consecutive years without renewing their visas.

Second modification: allows super visa applicants to purchase health insurance from countries other than Canada. is estimated to save families thousands of Canadian dollars in insurance costs each year.

In this regard, some people have questioned this modification. Once foreign insurance companies are unable to pay for medical expenses, the costs may fall on Canadian taxpayers.

Seeback responded that he believed the government could put in place a framework to ensure foreign insurance companies could cover the medical costs if super visa holders fell ill. Currently, Canada has a framework for determining which international doctors can provide medical clearance. He believes that insurance companies should be able to adopt a similar approach.

Although he said he didn't know how long it would take to build the framework, he said it was worth the wait. "This is great for Canadian families."

The third change: Lower the income threshold for Canadian children or grandchildren who want to host their parents and grandparents.

As shown in the figure below, the federal government stipulates that the sponsor (child or grandchild) must reach a certain income in the past three tax filing years.

Seeback said that the income threshold should be completely abolished, but now is not the right opportunity. "Reuniting with parents or grandparents is a financially burdensome closing and is wrong."

"I have found that it may actually make life less stressful for the family when the parents or grandparents come. Because the parents or grandparents can help take care of the family , to help reduce childcare costs” h. tml5

So far, the bill has passed first and second reading and is now being studied by the Standing Committee on Citizenship and Immigration. The committee is tasked with overseeing federal policy related to immigration and multiculturalism, as well as overseeing the immigration department and the Refugee Board. They will conduct research on some issues and make recommendations to guide immigration policy.

The bill needs to pass in committee before its third reading. It can become law only after passing third reading and consideration by the Senate. Finally, it must be approved by the Governor and become a Royal Act before it can officially take effect.
