On December 7, the Kongtong District Court of Pingliang City, Gansu Province publicly sentenced 36 people including Wang Moumou for telecommunications fraud and related crimes. Wang Moumou and others were sentenced to 12 years and 6 months to 8 months in prison respectively. The crimes involved by the defendants mainly include fraud, infringement of citizens' personal information, forgery, and trading of state agency documents and seals, forging public institution seals, assisting information network criminal activities, and buying and selling identity documents.
The court found that from 2018 to May 2020, the above 36 defendants had committed hundreds of frauds and related crimes, and the public security organs had seized and frozen funds of more than 8.4 million yuan.
First of all, the defendants Wang, Zhou, Zhou and others discovered that the construction industry had a huge demand for various qualification certificates , so they purchased a large number of resident ID cards from the defendant Kou and others, and used the illegally obtained Personal information, contact the defendant Liang Moumou and others who have been forging documents and seals of state agencies and institutions for a long time, and forge qualification certificates issued by state agencies and seals of colleges and universities to produce fake graduation certificates and degree certificates.
Secondly, the gang contacted the defendants Cheng, Feng and others through the Internet to copy and build the official website of the provincial and municipal human resources and social security departments, and added a "professional title query" entrance to query forged certificate information.
Finally, the fake academic certificate information was uploaded to the "China Private Education Student Information Network" illegally established by the defendant Li Moumou.
In this way, the false certificate forms produced and sold by the defendant finally caused the certificate-using companies to fall into misunderstandings and achieved the purpose of defrauding property.
The court found that the above-mentioned gangs gradually established two fraud criminal groups with a corporate operation model, with Wang Moumou as the ringleader and 14 other people, and Zhou and Zhou as the ringleaders and 6 other people. The remaining defendants involved in the case, who were in different links, went about their own business and were closely connected and benefited from the fraud criminal group, forming an overall telecommunications network fraud system.
It is reported that this case is a telecommunications fraud and related crime case concluded by Pingliang Court in 2021 with the largest number of people, crimes, and property involved, a large social impact, and high attention.
