The investigation of the case was concluded on June 8, 2021, and it was transferred to the Jinan Railway Procuratorate for review and prosecution. Jinan Railway Transport Intermediate Court and Qingdao Railway Transport Court publicly pronounced sentences on 39 suspects in this case on May 6 and 7, 2022 respectively.
After investigation, from April 2019 to March 2021, Li Moumou and others invested in setting up companies overseas and used illegal lottery website platforms to commit fraud. The fraud group headed by Li Moumou fabricated false identities, used specific words to "talk about feelings" with unspecified objects, and guided victims to enter fraud websites to engage in gambling games and defraud victims of money, commonly known as "pig-killing plates."
