Relevant units:
According to "Several Policies for the Cluster Development of Online New Economic Industries in the "Changyang Show Belt" (Yang Fufa [2022] No. 2), "Several Opinions of Yangpu District on Promoting the Development of the New Generation of Artificial Intelligence and Big Data Industries" (Yang Fu Gui [2017] No. 4) and relevant detailed rules, the District Science and Technology Committee organized the implementation of the rent subsidy (second and third year) for Yangpu District artificial intelligence and big data enterprises. The relevant application matters are now notified as follows:
1. Application conditions
1. Application objects:
Enterprises that have enjoyed rent subsidies for artificial intelligence and big data enterprises in Yangpu District from 2019 to 2021, and have offices in recognized artificial intelligence and big data enterprises in this district. In a data innovation base (see Appendix 1 for the list of bases) or other carriers, it meets the following conditions: (1) The total output per unit area (total income/rented area) in the next year after receiving subsidies exceeds 20,000 yuan per square meter or district level Local two taxes ≥ 250,000 yuan. (2) In the third year after receiving the subsidy, the total output per unit area (total income/rented area) exceeds 50,000 yuan per square meter or the enterprise’s district-level local taxes and duties are ≥ 500,000 yuan.
2. Subsidy standard:
provides rent subsidies at the standard of 2.0 yuan/day/square meter. The subsidy area is generally not higher than the standard of 15 square meters per capita based on the number of insured persons of the enterprise in Yangpu . The annual subsidy upper limit is 1 million yuan. .
2. Application materials
Each applying unit shall fill in the "Yangpu District Artificial Intelligence and Big Data Enterprise Rent Subsidy Declaration Form" as required (see attachment 2), and provide the following materials:
1, a copy of the corporate legal person business license;
2, enterprise application tax payment certificate for the rent subsidy year
3, a copy of the company’s rental contract in the artificial intelligence and big data base; (if a copy of the real estate certificate is provided for purchasing real estate);
4, a list of company insured persons (names and ID numbers) ;
5, enterprise income certification materials (financial audit report for the year related to the application for rent subsidy);
6, social security payment details in December of the year related to the application for rent (can be downloaded from the online tax bureau) and social security payment notice, and stamped with the enterprise Official seal.
7. The company’s rent invoice for the relevant year when applying for rent subsidy;
8. The company’s collection account information (if any company changes the collection account information during the rent subsidy approval process, please notify the district science and technology committee staff in a timely manner)
After the materials have been prepared, please Send it to the District Science and Technology Committee email address first, and then submit the paper materials after confirmation by the staff.
3. Acceptance method
1. Each reporting unit shall submit complete application materials (written materials in triplicate and electronic text in one copy) to the household management unit to which it belongs. After acceptance, summary, preliminary review and sealing, the application units will submit the application materials to the District Science and Technology Committee.
2. Policy fulfillment: Relevant rent subsidy policies are fulfilled on an annual basis, in the form of post-subsidy. The household management service unit reviews the enterprise's application and reports it to the district science and technology committee. The district science and technology committee submits it to the district joint review office for disbursement and realization, and it is included in the industrial support funds. In principle Cashed out once a year.
