took the initiative to show its goodwill and provided help in times of need. Is it possible that , Outer Mongolia , which has increasingly close relations with China, will return?

For most Chinese people, Outer Mongolia is a very embarrassing state.

Almost all Chinese people know a lot about the history of Outer Mongolia. Even people who don’t know the history of Outer Mongolia will definitely know about Inner Mongolia. This closely connected bond is really messed up even if it is constantly cut and sorted out.

If Outer Mongolia keeps following the Soviet Union or Russia and does not deal with us, it will be nothing. But in recent years, Outer Mongolia has become closer and closer to us, and many people have begun to wonder: Will it return in the future?

Let’s have a chat today.

In fact, the trend of closer and closer relations between China and Mongolia does exist.

The sudden outbreak of the epidemic in February 2020 suddenly stunned the entire China. All of a sudden, there was a shortage of everything across the country, and many countries and overseas Chinese began to donate money and materials, creating a situation where the people of the world were like one family. One of the most sensational donations was that Mongolia donated 30,000 sheep to us.

There is an old saying in China that goes, "Send goose feathers from a thousand miles away, but the courtesy is less than the intention." 30,000 sheep may be converted into tens of millions of dollars in money. As a country, this donation is nothing. But looking at the poverty in Mongolia, we were embarrassed to accept this gift.

From the decision to donate sheep to the acquisition, quarantine, transportation, isolation and handover, the relevant departments of Mongolia and my country worked for more than eight months. This sheep donation activity, which spanned more than half a year, really moved the Chinese people.

Since then, China has also donated some medical equipment, medicines and daily necessities to Mongolia free of charge. The two sides have exchanged courtesies with each other. Whether it is private or official, diplomatic relations have become much closer.

We must admit that Mongolia provided help in times of crisis and took the initiative to show goodwill, so that China and Mongolia could help each other during the epidemic and show friendship in need. Not only has it brought the two sides closer, it has also become a typical example of advancing bilateral relations between neighboring countries.

Entering 2022, the exchanges and communications between China and Mongolia will become more frequent and closer. In February, the Prime Minister of Mongolia came to China to attend the opening ceremony of the Beijing Winter Olympics. During the SCO summit, Mongolian President Khürelsukh visited China as the leader of an observer state, and the leaders of China and Mongolia met again.

At the end of November, Mongolian President Khürelsukh visited China again. The two sides signed 16 bilateral cooperation documents and worked with China to promote bilateral trade, investment and trade, border ports and other work between the two countries.

Simply looking at the friendly interactions between China and Mongolia in 2022, you will find that all this is because of the extensive common interests between the two countries.

First of all, China and Mongolia are economically complementary and their cooperation is promising. According to

data, Mongolia’s mineral reserves rank among the top 20 in the world. Currently, more than 80 types of minerals have been discovered and confirmed, and there are more than 800 mining areas across the country. However, limited by industrial level and management capabilities, Mongolia's mineral mining still has great potential, and the current mining volume is only about 16%. China has strong industrial basic capabilities and infrastructure construction capabilities, coupled with huge financial, technical and talent support, to help Mongolia mine mineral resources and turn its resource advantages into economic advantages, which will definitely achieve a win-win situation for China and Mongolia.

In the future, Mongolia can definitely position itself in the two pillar industries of animal husbandry and mining. China will rely on its technological and financial strength to help Mongolia optimize its industry, improve management, and protect the environment. China has also gained resources and markets from this process, so we can develop and make progress together. Why not.

Secondly, China’s One Belt, One Road initiative is consistent with Mongolia’s Steppe Road strategy.

In 2013, when Chinese leaders visited Kazakhstan, they proposed the Silk Road Economic Belt , and later proposed the Maritime Silk Road Economic Belt. In 2015, China released the "Vision and Actions to Promote the Joint Construction of the Silk Road Economic Belt and the 21st Century Maritime Silk Road", which described the development concepts of the "Website Silk Road Economic Belt" and the "21st Century Maritime Silk Road".Later, this idea was called "One Belt, One Road" and received positive response from many countries in Asia, Europe and Africa. In China's periphery, there are plans to build a new land bridge between Europe and Asia; build a China-Mongolia-Russia international economic cooperation corridor; connect the China-Central Asia-West Asia corridor; and build a China-Indochina Peninsula international economic cooperation corridor. China's One Belt, One Road initiative is consistent with the Steppe Road strategy advocated by Mongolia, giving China and Mongolia great strategic opportunities to work together.

However, the relationship between China and Mongolia is getting closer, but at the same time, many problems are beginning to be exposed. The riots in Mongolia this month are proof of this.

Regarding the conflicts between China and Mongolia and the riots in Mongolia, the historical governor summarized these lines for your reference.

1, the riots in Mongolia are essentially caused by economic chaos.

Mongolia's two pillar industries, mining and grazing, have always adhered to the policy of "earn money quickly and flow water quickly". This kind of extensive development can earn a lot of money at a stage when China attaches great importance to development speed. Because of the location advantages between China and Mongolia, Mongolia has received great benefits. However, when China carries out supply-side structural reforms and gradually cuts off high-energy-consuming and high-polluting enterprises, Mongolia's crude ore will no longer find a market. Therefore, Mongolia's economic development in recent years has been constrained by falling resource prices and the inability to transform and upgrade its industries. Facing the background of global inflation in 2022, Mongolia's economy is in chaos, and people's hearts are also in chaos.

2, Mongolia’s infrastructure construction cannot support economic development at all.

Mongolia’s current railway mileage is only 2,000 kilometers, and they are all Russian-style broad-gauge trains. If coal is to be transported to China, trains and rails need to be changed. As for the roads in Mongolia, not to mention the grade, there are only 3,000 kilometers that can be hardened. Most of the remaining roads are dirt roads and gravel roads. Not only is the speed unreachable, but it also places high demands on the car and causes serious damage. Such road conditions have made Mongolia's coal export price 71 US dollars per ton, but at the port of collapse the price has risen to 130 US dollars, and sometimes even exceeds 200 US dollars. If Mongolia can actively participate in the construction of the Belt and Road this time, it will be an opportunity.

3, Mongolia’s education level and cultural mentality make them always wary of China.

In 2006, Mongolia held a large-scale commemorative event for the "800th Anniversary of Great Mongolia", and US President Obama was also invited. Mongolia has always wanted to get rid of the restrictions of China and Russia in its diplomatic strategy and seek to become its third neighboring country. This idea pops up from time to time, especially when economic conditions improve. Their economic dependence on China also makes them more defensive about China. my country's Shenhua Group has twice purchased Mongolia's Tolgoi coal mine, and both have been negotiated, but were finally stopped by the Mongolian government. Including direct railways and highways between China and Mongolia, there have been many rounds of talks, but they have never been able to proceed.

Under such circumstances, China-Mongolia relations may have to go a long way to further strengthen economic cooperation and political mutual trust.

Regarding the issue of "Return of Outer Mongolia to China" that is hotly debated among netizens, I think this is impossible.

Because neither the Mongols nor the Chinese are willing to merge again.

First of all, the Mongols themselves are unwilling.

The Mongolian Plateau, especially Outer Mongolia to the north of the desert, has rarely been under the rule of the Central Plains since ancient times. Only the second time he joined the Central Plains family, once in the middle period of Tang Dynasty , and once in Qing Dynasty . The Qing Dynasty was relatively long, just over 100 years. In the history of the Mongolian Plateau, great empires such as the Xiongnu, Turks, Xianbei, and Mongolia were produced. Mongolia considers itself the successor of these steppe empires, and naturally has its own national pride. Especially after Mongolia experienced a 100-year history of splitting from China, most of its historical traditions were broken by the Soviet Union. Nowadays, Mongolia is becoming more and more defensive against China. In particular, Chinese investment in Mongolia originally brought jobs to Mongolians. However, due to corruption and uneven distribution, many Mongolians are unable to share the fruits of economic development. Instead, they believe that their poverty is caused by Chinese investors.

Therefore, even if Mongolia really organizes a referendum on whether to join China, it will not be successful.

Secondly, we cannot ask for a poor place like Mongolia if it is given to us for free.

Mongolia is naturally the country with the worst climate conditions in the world. Ulaanbaatar is the capital of the coldest country in the world. Of course, nature is actually secondary, and financial difficulties are completely hopeless. Mongolia covers an area of 1.6 million square kilometers, most of which is desolate and uninhabited no man's land. Mongolia has a population of only 3.3 million, of which 2 million are in extreme poverty. Although Ulaanbaatar is a city, it is actually a large-scale privately built slum with only a few decent buildings in the city center. As the economic boom period passes, the unemployment rate remains high. Mongolian men have imitated the Russians and become mengzi . They are not enterprising and are unwilling to work abroad to make money. If Mongolia like this were recovered, how much money would it cost to build roads and houses, and how much money would it need to help them alleviate poverty?

I hope that the economic ties between China and Mongolia will be closer, that China and Mongolia can have good neighborliness and win-win cooperation, and that the Mongolian people can live a good life through hard work. However, the dream of Mongolia joining China should remain a dream!
