In December 1936, broke out in Xi'an Incident , which shocked China and the world. At the invitation of the initiator of the incident, Zhang Xueliang and General Yang Hucheng, the CPC Central Committee sent Zhou Enlai, Vice Chairman of the Military Commission, to Xi'an to negotiate and resolve the issue. Luo Ruiqing, then the head of the education of the China Anti-Japanese Red Army University, was one of the members of this delegation.

When the Xi'an Incident occurred, several young officers from the Northeast Military Scholars also participated in the Lintong Defend Jiang Operation. They found a secret radio station in the five halls where Chiang Kai-shek lived in Huaqingchi .
