Wang Heshou was born in an ordinary family in Hefei in 1909. Wang Heshou's father supported the family by running a restaurant and gave the children at home good living conditions.
Wang Heshou's father attached great importance to education. Under his influence, the diligent, studious and talented Wang Heshou was admitted to the second Normal School of Zhili, Baoding at the age of 15.
1924 summer vacation, Wang Heshou returned to Tang County under the arrangement of the school’s secret party and youth league organization to engage in the propaganda work of the party organization.
Because of his strong ability and excellent performance, he joined the Communist Youth League and the Communist Party of China at the age of 16. At that time, the social environment was in turmoil. While completing his studies, he was engaged in underground transportation work, conveying a lot of valuable intelligence to the organization.

During the Agrarian Revolution, Wang Heshou was mainly active in his hometown, engaged in propaganda work, and developed a large number of knowledgeable people with high ideological awareness. Because he was often exposed to the enemy, he had been arrested and beaten by the Kuomintang reactionaries more than once.
After the enemy arrested Wang Heshou in prison in Beijing, he used all the torture of him and forced him to tell the secrets of the Communist Party. In the face of the enemy's beating and intimidation, Wang Heshou never compromised. He always kept silent and suffered humiliation after Wang Heshou was transferred to Nanjing.
At that time, a senior Kuomintang official saw that the torture was useless, so he changed his attitude and offered many conditions. The Kuomintang said that as long as Wang Heshou was willing to reflect on himself and was willing to abandon the darkness and turn to the light, he could be reduced in prison. However, no matter what the enemy said, he refused to accept it. The angry enemy later added several years to his original imprisonment period.

After the victory of the Anti-Japanese War, the liberation of the Northeast was particularly important to China. Chen Yun and Wang Heshou both participated in the liberation war in the Northeast and made outstanding contributions to the liberation of the entire northeast and economic recovery.
It is worth mentioning that Wang Heshou also served as Chen Yun's political secretary in 1941. For Wang Heshou, Chen Yun was both his boss and his teacher and friend.

The working team led by Wang Heshou was the first complete provincial people's democratic regime established after the victory of the Anti-Japanese War.

In 1949, the founding of New China. In 1954, the central government renamed the Ministry of Heavy Industry of the People's Government of China to the Ministry of Heavy Industry of the People's Republic of China.
