In June 2020, Nanjing Gulou Gaochuang Data Co., Ltd. and Sinopec East China Petroleum Bureau jointly created a one-stop high-tech and high-level enterprise data center integrating enterprise implementation, financial planning, legal intellectual property rights, etc. Through the two phases of the project, the renovation and upgrading of the facade, interior decoration, water and electricity, air conditioning and other aspects were finally achieved, and the original supporting facilities were fully upgraded. Xinhe 2nd Village, Rehe South Road Street, together with No. 164 and No. 165 are three brick-concrete structure tube buildings. They were built in the 1960s and 1970s and were the former employee dormitory building of Xinhua Shipyard. The property rights were later transferred to Jianghai Group management. In 2012, three buildings were identified as Class C dilapidated houses due to their disrepair.

The person in charge of Xinhe Village Community introduced that due to the inconsistent opinions and difficulties in raising funds at that time, the consumption insurance work has not been effectively carried out. Since then, roof leakage, weathered exterior walls, and leakage of sewer pipes in the building have become increasingly serious, and residents are eager to eliminate the housing danger as soon as possible.

In the face of urgent and distress, Rehe South Road Street responded positively and took the lead in establishing a special work leading group for safe housing governance with the Municipal Transportation Bureau, District Real Estate Bureau, Jianghai Group and the Community as members in November 2020, listing this "hard" problem as a key target.

There are 48 residents in these three buildings, of which 14 are property rights housing and 34 are rented housing for employees. Since the original house was a staff dormitory building, residents did not have independent kitchens or toilets, and did not have functions such as drying. When staff conduct household surveys, most residents are unwilling to adopt the "exterior wall reinforcement" insurance plan, hoping to rebuild the "three original" method of original site, original area and original height, and improve the necessary functions of the house.

After many visits and investigations, soliciting opinions, dozens of rounds of residents' councils, group consultation meetings for residents' units in different building units, and special dispatch meetings for leading groups for difficult problems, with the help and policy support of multiple departments of the city and district, these three dilapidated houses finally completed the "three original reconstruction" before the Spring Festival in 2022, successfully eliminating insurance.

Entering No. 163-165, Xinhe Second Village, three small buildings with green tiles and red walls stand next to each other. The original C-class dangerous house turned into " Garden House ".
