Paul I looked down on his mother and raised his lover so much that he disrupted the court, and also considering the chaotic Russian way of succession to the throne. So after his mother passed away, he changed the law of inheritance of the throne. Paul I signed a new law on the succession of the throne in 1797, stipulating that the eldest son inherited the throne and that the monarch shall not designate an heir without authorization.

From then on, this bill completely blocked the possibility of women inheriting the throne. This law was used until 1917 until The Romanov dynasty was destroyed.
