The reason why he went to Luoyang to investigate the public sentiment was actually because there was not enough food in Chang'an. He also had the idea of moving the capital to Luoyang. However, in the early days of the founding of the People's Republic of China, the domestic situation was still unstable and there were many unrest factors among the people, so for the sake of safety, he gave up this idea. The idea was not realized until the period of and Wu Zetian when the capital was moved to Luoyang.

In fact, this was not the case. Wu Zetian started making preparations three years before moving the capital. This shows that she had the idea of moving the capital as soon as she succeeded to the throne and even before that. Even if Yuan Tiangang had evil intentions, he just followed Wu Zetian's wishes. To add fuel to the flames, she greatly improved the status of Luoyang, and also built the Seven Temples and Mingtang in Luoyang. We all know that the Mingtang was the place where the emperor held sacrifices and other major activities, and the Seven Temples were also a symbol of imperial power, so Wu Zetian must There was a struggle in her heart. The real reason why she moved the capital to Luoyang was multifaceted.
The first is the political reason
During Wu Zetian's reign, Xu Jingye launched an army to rebel. At that time, military advisor Wei Siwen persuaded him to attack Luoyang first. Luoyang's terrain was difficult to attack and easy to defend. As long as they captured Luoyang as a stronghold, Wu Zetian would be defeated sooner or later. In their hands, Xu Jingye insisted on attacking the capital Chang'an, so the mutiny failed in the end. If he had attacked Luoyang first, would the outcome have been different?
The second reason is the geographical location.
As we mentioned earlier, Luoyang’s geographical location is very advantageous. First of all, by the Tang Dynasty, my country's territory had basically been determined. With the changes in the territory over the past few hundred years, Chang'an no longer had the central advantage. On the contrary, Luoyang's location was better able to control the overall situation. Secondly, to the north of Luoyang is the Yellow River , and further north are many valleys of varying heights, surrounded by mountains, so Luoyang is an excellent place for military defense.
The third reason is economic.
Luoyang is located in the Guandong region and is located at the intersection of water flows. Therefore, Luoyang has fertile soil and is the most developed agricultural region in the country. On the other hand, Chang'an experienced wars in the Southern and Northern Dynasties and Sui Dynasty . Chang'an's vitality was severely damaged. A lot of money from the treasury was used to build houses and defense systems, but the loss of land was never recovered, so Chang'an's agriculture has been very poor. It is difficult to prosper again. Moreover, after the period of Emperor Gaozong of the Tang Dynasty, the number of people in Chang'an increased sharply, and many people settled in Chang'an. As a result, Chang'an had a small area and a large number of people, so Chang'an's food supply was also difficult to supply.
There are two main ways to solve this problem. The first is to restore and revitalize production in the Guanzhong area. However, after two generations of emperors, the population in the Guanzhong area increased rapidly and the land was not well restored. At that time, many nobles The extensive construction of millstones next to irrigation channels wastes a lot of water, making it even more difficult to restore the land.
Another method is to transport grain from the Kanto region to Chang'an. However, Chang'an was far away from Luoyang. Moreover, the Yellow River flow was fast and the valley was dangerous. There was not much food that could be preserved intact in Chang'an. Moreover, most of the money would be lost if land transportation was used, so this method was not advisable.
Therefore, Wu Zetian moved the capital to Luoyang out of comprehensive considerations. She did not take such measures for her own selfish desires, but to facilitate control of the entire country.
