The thousand-year-old ancient capital Xi'an is one of the cities with the most ancient sites and the most arduous protection tasks in my country. In December 2021, the Jiangcun tomb located on Dizhaiyuan, Baqiao District, Xi'an City was identified as the Bama Tomb of Emperor Wen of Han, which became a sensational news. At the same time, this area is also a high incidence of cultural relics crimes.

"While investigating and handling cultural relics crimes, we focus on analyzing the causes and dealing with them symptomatically." Wang Xuqing, deputy procurator of the Baqiao District Procuratorate of Xi'an, said that the court investigated and analyzed the cultural relics crimes in the Western Han Dynasty imperial tombs and learned that from 2001 to 2020, the relevant ancient tombs and burial pits in the area were stolen 17 times, and there were more than 600 stolen cultural relics of various types.

"Some defendants used explosives to explode when committing the crime, and the sound made was loud, and some new thieves were actually dug down along the original old thieves. These situations all show that the cultural security personnel were not patrolling properly and the management was not detailed." said Ding Yi, deputy director of the Fourth Procuratorial Department of the Baqiao District Procuratorate of Xi'an. In response to the problems found, in April 2021, the court issued a pre-public interest litigation prosecutorial recommendation to the Xi'an Western Han Empire Mausoleum Protection and Management Center, urging it to conscientiously perform its cultural relics protection duties and strengthen civil and technical defense in light of the characteristics of field cultural relics protection.

After receiving the procuratorial recommendation, Xi'an Xihan Imperial Tomb Protection and Management Center actively took measures to strengthen the protection of cultural relics. With the strong support of the superior departments, the center has added a series of special technical equipment to strengthen the protection of ancient tombs, and used digital technology to time, point and position the patrol trajectory of cultural relics protection personnel to enhance their sense of responsibility in work. In addition, relevant government departments took the lead in establishing a patrol team composed of cultural heritage protection departments, public security organs, and street offices in the jurisdiction to increase the intensity of normalized patrols. At the same time, night patrols in key areas are increased by purchasing third-party services to achieve full-time protection of ancient tombs.
