In the early Qing Dynasty, the city of Jinzhou was damaged after years of war. In the 54th year of the reign of Emperor Kangxi of the Qing Dynasty, the Qing court submitted a tax on the use of storage and maintenance of the city to rebuild Jinzhou City, but due to many immature conditions, construction has not started. 1904-1905 Russo-Japanese War caused serious damage to the Jinzhou city wall again, and the east gate was almost collapsed by Japanese artillery fire.After the Japanese colonists occupied Jinzhou City, they recruited Chinese migrant workers for the need of rule, carried out partial repairs on the Jinzhou City walls, and converted the dirt roads in the city into gravel pavements. 1897, in winter, the Tsarist Russian fleet invaded Lushunkou and established a "Jinzhou Administrative Region" in the Jinzhou area, which belongs to the "Kanto Province".

Republic of China

In the second year of the Republic of China (1913), Jinzhou was changed to Jinxian County, which was affiliated with Fengtian Province, but due to Japanese occupation, the administrative power was not exercised. It was not until after the Japanese surrendered to in August 1945 that Jinxian was liberated and the county seat was implemented.

On August 22, 1945, the Soviet Red Army entered Jinzhou and implemented military control. On December 16 of the same year, the Jinxian Government under the leadership of the Communist Party of China was established, which is the Joint Office of the Administrative Office of the University of Tourism.

The People's Republic of China

On December 1, 1950, Jinzhou was changed to the People's Government of Luda City. On March 31, 1966, it was changed to the Liaonan Special Office of Liaoning Province.
